Osborne is opening its first housing programs, which include transitional housing and reentry services for 135 adult men at the Fulton Community Reentry Center (Fulton) and a transitional housing program for approximately 25 adult women, as well as supportive housing with 52 one-bedroom and studio apartments for older adults in the Marcus Garvey houses in Brownsville and for 5 to 10 adults in Newburgh, NY. These housing programs are new and provide a unique opportunity to shape and implement transitional and permanent supportive housing that supports people returning from prison, with a specialty focus on elders and others who have served long sentences in prison.

Osborne is seeking a full-time Vice President of Residential Services to direct, supervise, guide, and develop Osborne's new housing programs and housing placement services. We seek a dynamic individual with broad housing expertise and a deep understanding of compliance with policies and regulations. The ideal candidate would also strategize the best practices to ensure the delivery of quality services to all residents in our housing programs and all participants receiving housing placement services from Osborne.

This position will report to Osborne's Chief Program Officer and work closely with Osborne's Facilities Director, Program Directors, and Senior Executives to ensure the integration of housing services into Osborne's programs and services. Monday through Friday, 8:30 a.m. to 5 p.m. is the schedule for the workweek; however, this position sometimes requires long hours and occasional weekend work. The schedule is subject to change with or without notice.

Responsibilities

• Develop and implement policies and procedures that adhere to all New York City Department of Homeless Services', MOCJ's, OTDA, and other relevant entities' rules and regulations and support programmatic outcomes.
• Manage a team of 3-5 direct reports (50-70 indirect reports) and ensure high-quality services and support to residents. Support staff through coaching and developing directors and managers to provide high-quality, outcomes-driven care and services while creating a workplace in which all staff is able to bring their very best self to each client interaction.
• Conduct regular supervision with all direct reports, which include the Program Directors of the Fulton Reentry Center, Marcus Garvey Supportive Housing, Women's Transitional Housing, and the housing placement manager.
• Recruit, hire, and train program directors and managers as needed and supervise the hiring and training of administrative, program, and security staff in collaboration with the Directors.
• Design and implement staff training with the support of HR, the Executive team, and other Program Directors as indicated.
• Supervise systems and procedures to conduct and document program compliance with all applicable fire, safety, and health standards, and monitor performance and any applicable corrective within the housing unit.
• Be accessible to the clients, Osborne's management team, and partners and be responsive to and handle emergency situations as required. VP of Residential Services is the backup to the program directors in case of emergency or coverage.
• Supervise Directors to assure vacancies are kept to a minimum and beds are filled in a timely manner with appropriate participants.
• Coordinate with DOCCS, Parole, and other referring entities to ensure timely referrals and the right volume of referrals.
• Manage Osborne's relationship with DHS and other funding and regulatory entities, including negotiation of contracts.
• Ensure adherence to all budgetary guidelines.
• Review weekly and monthly performance reports on projects. Communicate potential risks proactively to Senior Management.
• Oversee the implementation of the strategic plan for housing services.
• Support the General Counsel in ensuring contracts are evaluated timely and risk is appropriately managed.
• Support Corporate Compliance in ensuring that processes, actions, and subsequent outcomes are in keeping with our code of conduct and credentialing requirements.

Education and Experience

• Bachelor's or Master's degree in Social Work, Public Administration, Human Services, Business, or other relevant field and a minimum of three years progressively responsible experience supervising transitional, residential, or permanent supportive housing programs. In lieu of a Bachelor's or Master's degree, a minimum of five years of progressively responsible experience supervising transitional, residential, or permanent supportive housing programs.
• Demonstrated success leading residential programs, leading a mid-size organization or a division of a large organization preferred.
• Experience working with the Department of Homeless Services (DHS) and other housing funders and regulatory agencies preferred.
• Experience working with formerly incarcerated people in reentry and those impacted by the criminal legal system preferred.

• Excellent management, problem-solving, organizational, leadership, staff development, and program design skills.
• Ability to analyze and evaluate information and develop recommendations.
• Demonstrated success in planning and implementing program activities within budgetary and time constraints.
• Must be familiar with the DHS system and requirements.
• Computer skills are necessary, including familiarity with Google Suite as well as MSWord and Excel. Must be able to manage multiple priorities simultaneously.
• Must be able to work a flexible schedule.
