Job Summary
Pay Range: $54,368 - $71,643/ Year D.O.Q.
Port Corpus Christi Authority (PCCA) is currently seeking a dynamic professional to join our team! This position, general supervision of the Strategic Planning Manager. This position will assist research and analysis activities of planning studies concerning trends and programs for Port development; while providing support to the Director of Planning and the PCCA executive team with special project planning.

  • Assist in the research and preparation of annual work programs and budgets; analyze planning studies relating to Port development; and process, analyze and evaluate data
  • Assist in the evaluation of new commercial opportunities and partner prospects in conjunction with Trade Development Department; ensure land use proposals are consistent with long-range planning documents
  • Collaborate with technical staff in multiple departments to identify, scope, and plan infrastructure projects of various types
  • Maintain strong knowledge of existing public and private assets, buildings, and land areas within PCCA property and the surrounding area
  • Assist with the development of a Strategic Asset Management Plan (SAMP) that outlines key activities to achieve stated goals, resources required, cost considerations, and timeline for implementation and realization of goals and objectives
  • Assist in developing, vetting, and implementing asset management policy
  • Coordinate with GIS to maintain up-to-date geospatial inventory of PCCA assets reflecting existing conditions, projected decline of facilities, remaining life, and potential life extension utilizing established condition assessment software
  • Cultivate relationships with external funding partners, including program officers, executive staff, and board members
  • Implement strategic pursuit of grant funds to support PCCA capital projects and general operating needs
  • CPR certified or ability to become CPR certified within the first year of employment
  • Tier 3 status designation
The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of the PCCA. They must possess the following:

  • High School diploma or equivalent; Bachelor's Degree in Environmental Science, Transportation Planning, Urban Planning or related field or training and experience equivalent
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment
  • Valid driver's license
  • Proven technical writing experience, including grant writing
  • Experience collaborating with people of diverse backgrounds
  • Experience exercising good judgement, diplomacy and tact when completing assignments and dealing with people
  • Experience creating and delivering presentations
  • Experience with growth and planning issues, preferably in the coastal zone
  • Experience with quantitative market and decision analytics, including benefit/cost analyses, preferred
  • Minimum four years progressively responsible experience in duties outlined above or equivalent
  • Ability to manage multiple concurrent deadlines and to collaborate with a wide range of individuals in diverse technical disciplines
  • Ability to integrate information from multiple sources to develop creative solutions to complex technical challenges
  • Proficiency in MS Office, including Word and Excel, Outlook, and other related applications
  • Ability to work independently within a structured environment and to fit well within an energetic and dedicated team
  • Effective interpersonal, collaboration, and problem-solving skills
  • Professional, positive self-starter with can-do attitude for addressing challenges
  • Ability to speak effectively with PCCA staff, stakeholders and public
  • Ability to perform research, evaluate alternatives and provide recommendations
  • Ability to operate standard office equipment and drive a lightweight highway vehicle to meetings and work-related events
  • Ability to understand, interpret and apply PCCA policies, tariffs, SEAPORT values, state/federal laws
  • Ability to perform essential job functions, including but not limited to frequent standing, walking, sitting, speaking or hearing, typing and occasional reaching, stooping, kneeling, lifting and/or moving up to 20 pounds with or without reasonable accommodation
  • Ability to work in a general office environment, with some exposure to the elements when visiting worksites
  • Ability to operate light-weight highway vehicles and standard office equipment and to work the requisite hours to fulfill position objectives, including evenings and/or weekends, as needed
