Job Summary
The City of Salem is recruiting for one full-time, limited duration Maintenance Operator 1 for the Stormwater Quality section of Public Works. The position would end 18 months after hire date.

In this position, you will aid the City's Natural Areas and Green Stormwater Infrastructure (GSI) section in maintaining and inspecting rain gardens, swales, treatment wetlands, water quality detention basins, pervious pavement, tree boxes, treatment filters, mitigated wetlands, and other stormwater features. This will include routine and non-routine maintenance, inspection, installation, planting, and repair duties of stormwater quality facilities and natural areas while using a variety of manual landscape tools and larger equipment on occasion.

This is a field position, and the successful candidate will work closely with the section's two career maintenance operators, contracted landscapers, and/or inmate crews in weeding, mowing/weed eating, inspecting, and rehabbing and repairing these GSI facilities. Additionally, this position may need to periodically lead a Department of Corrections work crew to fill in for vacations or illness of other staff.

The work of this position will be directed by the City's Natural Infrastructure Specialist and Stormwater Quality Supervisor. An employee usually has considerable latitude in selecting work methods and acquiring necessary supplies and materials for maintenance; but work conditions, occupational hazards, and degree and type of supervision received vary with the location and nature of the assignment. Work may also be performed as a member of a crew. All work is subject to review by a supervisor for compliance with standing procedures, work standards, safety specifications, and work order objectives.

Examples of Work

  • Individually or as a member of a crew, performs work in the maintenance, repair, and invasive species management for natural areas and green stormwater infrastructure, as well as manual labor associated with vegetation management.
  • Use hand tools, such as shovels, rakes, pruning saws, saws, hedge or brush trimmers, or axes.
  • Operates a variety of equipment such as mowers, edgers, saws, and power hand tools related to parks and natural areas maintenance.
  • Water lawns, trees, or plants, using portable sprinkler systems, hoses, or watering cans. Use irrigation methods to adjust the amount of water consumption and to prevent waste.
  • Plant seeds, bulbs, foliage, flowering plants, grass, ground covers, trees, or shrubs and apply mulch for protection, using gardening tools.
  • Mix and spray or spread fertilizers onto grass, shrubs, or trees, using hand or automatic sprayers or spreaders.
  • Maintain irrigation systems, including winterizing the systems and starting them up in spring.
  • Prunes shrubbery or trees as needed.
  • Performs maintenance duties in a number of natural areas and green stormwater infrastructure.
  • Performs other related work as required.

What are the minimum qualifications?
  • Must pass the pre-employment drug test (including marijuana), background check, and/or physical exam.
  • Must have an Oregon Driver License and have a driving record that meets the City of Salem's driving standards.
  • One year general maintenance, repair, or construction experience in street right-of- way, public works facilities, utility systems, and public improvements. Preference will be given to experience in landscaper construction, stormwater facility maintenance, farming, horticulture, tree maintenance, municipal stormwater system maintenance, natural systems maintenance, riparian invasive removal, riparian planting.
  • Preference will be given to those with considerable knowledge and experience with safely handling tools used for landscaping (shovels, loppers, hedge trimmers, blowers, weed eaters, mowers, pole pruners, etc.).
  • A current Spray Applicators License is desirable, but not required.
