Specialist, Business Continuity - Central Campus

Primary Function: The purpose of the Business Continuity Specialist is to assist the San Jacinto College Emergency Director in the implementation and administration of the College-wide Business Continuity Program. The Business Continuity Specialist performs business continuity, emergency management, and disaster recovery planning and research work. The work involves developing departmental, divisional, or district level plans or programs; developing procedures for implementing plans or programs; and developing procedures for measuring progress. The Business Continuity Specialist works under limited supervision, with latitude for the use of initiative and independent judgment.

Essential Job Functions:
  • Drafting and evaluating business continuity and crisis and emergency management strategies, plans, and procedures.
  • Researching mitigation strategies and creating limited to full scale exercise scenarios to re-establish operations in the event of business operations interruptions.
  • Reviewing and summarizing risk assessment, business impact analysis plans and planning proposals, and materials from various college areas.
  • Monitors participation in business continuity plans and programs and, aids college officials in matters related to the plans and programs.
  • Advises the Director on planning problems and technical phases of comprehensive planning projects.
  • Researches and prepares technical material for planning contracts and reports on planning projects.
  • Serves as the college liaison with federal, state, and local agencies to coordinate continuity and restoration activities, plans, and services.
  • Assists in the coordination and review of planning proposals and may prepare applications to various grant funding sources in collaboration with the Office of Grants Management.

Additional Job Functions:
  • Assists in community emergency management activities such as community fairs, events and related trainings, and exercises.
  • Represents the College in any trainings, meetings or public outreach efforts.

Knowledge, Skills and Abilities:
  • Intermediate skill level in Microsoft Office - Word, PowerPoint, Excel, and Outlook.
  • Ability to obtain and maintain a valid Texas driver's license (within 6 months of employment)
  • Ability to communicate effectively with a broad range of diverse people, ability, culture, ethnic background, and to maintain good working relationships across the College.
  • Ability to work with all groups in a diverse academic, socioeconomic, cultural, and ethnic background of community college students, faculty and staff, including those with disabilities.
  • Ability to act independently and exercise good judgment as well as the ability to work cross functionally.
  • Project management skills, including the ability to plan, organize, & prioritize multiple projects to ensure target dates & goals.
  • Basic knowledge of the organization and functioning of a higher education organization.
  • Knowledge of risk assessment, disaster recovery and hazard mitigation standards.

Required Education:
  • Bachelor's degree from an accredited institution with courses in planning, emergency management, or business or public administration or a related field.
  • One additional year of full-time qualifying experience above the minimum may be substituted for each year (30 semester hours) of the required education.
  • Credentials and/or certifications related to business continuity or emergency management or obtained within the first year of employment.

Preferred Education:
  • Master's Degree from an accredited institution with courses in planning, emergency management, or business or public administration or a related field

Required Experience:
  • One years of experience in planning, research or emergency management work
  • Twelve semester hours of graduate study from an accredited college or university may be substituted for the required experience

Preferred Experience:
  • Two years of experience in business continuity, emergency management, or related field
  • One year of experience as an Incident Commander in the field
  • Two years of experience as a contract or grant administrator for emergency management

Required Licenses/Certifications:
  • Associate Business Continuity Professional (ABCP) or FEMA Level I, Professional Continuity Practitioner

Preferred Licenses/Certifications:
  • Certified Business Continuity Professional (CBCP) certification or FEMA Level II, Master Continuity Practitioner
  • Certified Emergency Manager (CEM or similar)
  • FEMA Advanced Professional Series certification
  • FEMA Professional Development Series certification

Remote Work Opportunities:
  • The duties of this position require a physical presence at the assigned on-site work location during unrestricted operations with very limited or no opportunity for remote work arrangements.

Salary Grade: 21
