We need an experienced and passionate Senior Project Operations Manager who lives, or plans to live, in California. In addition to management skills and leadership experience, we are looking for someone with a strong desire to improve the infrastructure of behavioral health services in California. Advocates for Human Potential, Inc., (AHP) has been given an unprecedented and incredibly exciting opportunity to expand critical behavioral health facilities and services throughout the state of California. As a Senior Project Operations Manager for our Center for Training, Technical Assistance, you will have the chance to use your organizational abilities for the better good, as you manage development, implementation, and maintenance of project management systems so as to support a large team of staff and subcontractors.

What exactly will you be working on? This major project will provide significant new funding to support planning and needs assessment activities, local expansion of treatment and recovery services, and the facilities needed to deliver these expanded services. You will be a key member of the project leadership team, establishing standard operating processes to ensure all contract activities and deliverables are completed on time and within the project budget. You'll also be the primary interface with other departments within the company, especially accounting and contract departments, and will assist the Project Director in creating and implementing performance monitoring tools, creating reports for multiple internal and external audiences, developing tools and templates to improve efficiencies, and establishing timelines and communication protocols for all aspects of the project.

Qualifications required: Significant project management experience, preferably in government contracting environment.

Job Duties

The employee initiates the following and other unlisted tasks:

  • Manages projects and contracts
    • Manages projects of all sizes, including workplans, deliverables, and staffing
    • Creates standard operating procedures, monitors/evaluates project performance, and conducts quality control
    • Monitors and fulfills contract requirements of projects and formulates policies and procedures for program auditing
    • Manages subcontractors and consultants, including creation of statements of work
  • Attends to fiscal concerns
    • Develops and manages project budgets, including invoice approval
    • Handles Deltek planning, review, and analysis
  • Completes project deliverables
    • Develops written and online materials (e.g., reports, presentation slides, guidebooks, planning documents)
    • Establishes measurement-based practices to evaluate
    • Compiles, summarizes, and analyzes data
  • Carries out meeting, training, and technical assistance activities
  • Plans meeting agenda, prepares supporting materials, and facilitates meetings
  • Prepares formal notes of external meetings, clarifying commitments and follow-up action
  • Develops training materials and manuals

Education and Training

Candidates for this position must possess a bachelor's degree. Education and training in Project Management is preferred. Professional experience may be substituted for the education requirement.


We are seeking candidates with at least 5 years of project management experience, which includes managing complex processes and procedures.
