Advocates for Human Potential, Inc., is seeking a California-based Senior Project Manager who possesses leadership and senior management experience in public and non-profit sector behavioral health and human services programs and a true passion for improving the behavioral health system.

Due to a major new contract, we need a skilled, personable leader who can serve as the Project Director for a new project that will expand the continuum of behavioral health services throughout the state of California. In the role of Senior Project Director, you will be responsible for leading a team of staff and subcontractors as they implement this major new initiative. You will oversee implementation of significant new funding to support planning and needs assessment activities, expand local treatment and recovery services, and determine the facilities needed to deliver expanded services. You will take on overall responsibility for the project; serve as the primary liaison with the state DHCS; directly oversee subcontractors, consultants, and staff build strong, positive working relationships; and monitor timelines, performance, and resources to ensure the client is satisfied with the quality of work performed. You'll also ensure all needed resources are employed for the project and will facilitate regular internal team meetings.

To thrive in this position, you'll need significant senior management experience in public sector behavioral health. Experience with and knowledge of the continuum of care for behavioral health, financing, health and behavioral health public policy, and workforce development is beneficial, as is experience with leading health and behavioral health project teams, developing and implementing strategic plans, and working with multiple clients and stakeholders.

Due to the nature of the job and extent of the project, the role requires extensive experience working with state and local government-sponsored behavioral health programs. If you have 10+ years of experience managing teams of staff, overseeing multiple projects and programs simultaneously, and collaborating with senior leaders in government and private sector, with demonstrated success implementing new or expanded projects or programs, we want to hear from you!

Job Duties and Responsibilities

  • Provides subject matter leadership
    • Creates and implements new programs, services, or products that promote innovation and best practices
    • Provides expert advice, consultation, guidance on key program, policy, or practice areas.
    • Recognized as a national leader in specialized area of expertise and engages and develops conference/workshops/seminar presentations and papers, as well as provides direction and guidance for AHP's annual strategic plan.
  • Manages projects and contracts
    • Manages large complex projects and leads project teams as project director for corporate monitor
    • Manages relationships with partners, subcontractors, clients, and other key stakeholders
    • Oversees the development of workplans, deliverables, and staffing assignments
    • Creates standard operating procedures, monitors/evaluates project performance, and conducts quality control
    • Determines strategic business direction to best meet client's evolving needs
    • Manages overall relationships with funders, briefing them on project process and potential
    • Manages subcontractors and consultants, including creation of statements of work
  • Attends to fiscal concerns
    • Develops and manages project budgets,
    • Oversees budget planning, review, and analysis for assigned projects
  • Completes project deliverables
    • Develops written and online materials (e.g., reports, presentation slides, guidebooks, planning documents)
    • Conducts in-depth research, key informant interviews, and literature reviews to support assignments
    • Creates evaluation questions and data-gathering instruments
    • Establishes measurement-based practices to evaluate outcomes
    • Compiles, summarizes, and analyzes data
  • Carries out meeting, training, and technical assistance activities
  • Plans meeting agenda, prepares supporting materials, and facilitates meetings
  • Prepares formal notes of external meetings, clarifying commitments and follow-up action
  • Prepares content of webinars (brainstorms topics, identifies speakers, writes learning objectives)
  • Develops curriculum and training materials and manuals
  • Delivers online/onsite training and education (hosts/moderates webinars, serves as subject matter expert)
  • Provides guidance to speakers on content
  • Develops pre-tests and satisfaction assessments to help determine the effectiveness of training sessions
  • Promotes new business
    • Leads capture management teams in existing and new priority areas for AHP
    • Seeks and secures federal, state, local, and private contracts and grants
    • Manages the proposal process, co-authors proposals, and develops budget forecast for proposed projects/grants
    • Develops strategic marketing plans, markets AHP, and creates external communication materials
    • Identifies opportunities to forge partnerships

Education and Training

Candidates for this position should possess a master's degree in social work, behavioral health, public health, or similar field. Professional experience and training may be substituted for the education requirement.

Professional Experience

We are seeking candidates with at least 10 years of management and supervisory experience, which includes managing complex processes and procedures, managing grants or contracts, and directing and evaluating staff performance.
