Advocates for Human Potential, Inc., (AHP) is seeking a Senior Program Manager - Implementation Specialist to provide expert consultation, training, and coaching to organizations throughout the state of California that are creating new behavioral health programs and facilities. The Senior Program Manager-Implementation Specialist will work closely with California's county governments, nonprofit agencies, and private sector organizations that have received grants to develop new behavioral health facilities and programs. Your primary responsibility will be to assist grantees as they execute grant-funded activities and help ensure they reach achieve project milestones. You get to work collaboratively with grantees to identify barriers, solutions, and best practices for accomplishing project goals, fully utilizing your expertise, problem-solving abilities, and creativity. You will provide consultation both remotely and in-person, as feasible. You will be given several organizations in a specific region in the state, so your responsibility will be to become well-versed in local behavioral health systems, gaps, needs, and stakeholders in your assigned region. You'll also provide engaging virtual technical assistance (TA) to groups of grantees and stakeholders through Learning Collaboratives, webinars, and one-on-one consultation calls. You will be a true partner with your assigned organizations, helping them achieve their goals and expand their vision and capabilities.


In this role, you will initiate the following and other unlisted tasks:

  • Carries out meeting, training, and TA activities
  • Plans meeting agenda, prepares supporting materials, and facilitates meetings
  • Prepares formal notes of external meetings, clarifying commitments and follow-up action
  • Prepares content of webinars, Learning Collaboratives, and consultation calls (brainstorms topics, identifies speakers, writes learning objectives)
  • Helps develops curriculum and training materials and manuals
  • Delivers online/onsite training and education (hosts/moderates webinars, serves as subject matter expert)
    • Assists in developing pre-tests and satisfaction assessments to help determine the effectiveness of training sessions in relation to TA activities
  • Completes project deliverables
    • Assists in developing written and online materials (e.g., reports, presentation slides, guidebooks, planning documents)
    • Conducts in-depth research, key informant interviews, and literature reviews to support assignments in relation to training and technical assistance activities
    • Creates evaluation questions and data-gathering instruments in relation to training and technical assistance activities
    • Establishes measurement-based practices to evaluate outcomes in relation to training and technical assistance activities
    • Compiles, summarizes, and analyzes data in relation to training and technical assistance activities

Education and Training

Candidates for this position should possess a master's degree in social work, behavioral health, public health, or similar field. Professional experience may be substituted for the education requirement.


We are seeking candidates with at least 5 years of management and supervising experience in behavioral health, which includes managing complex processes and procedures, managing grants or contracts, and directing and evaluating staff performance. Because the projects will be California projects, the ideal candidate will be located in the state of California.
