Position Overview

The Senior Associate, Payroll is a member of the payroll group of the Finance department. The payroll group is responsible for processing and maintaining payroll, payroll tax records and pension plan transactions for the Pew Charitable Trusts and its subsidiary, the Pew Research Center. These organizations are comprised of approximately 1,000 domestic staff in the two primary office locations of Philadelphia, PA and Washington, D.C. as well as the staff in other office locations across the United States and approximately 50 international staff in eight countries.

The Senior Associate, Payroll will share and rotate responsibilities with the other staff in the payroll group and report to the Manager, Payroll.

The Senior Associates of the payroll group process the payroll cycles to ensure timely and accurate processing of employee pay, deductions, tax remittances and filings. U.S. payroll is processed semi-monthly for salaried and hourly employees in Workday. Pew contracts with ADP to deposit employee net pay, remit payroll taxes and complete payroll tax filings. International payroll is processed by PwC or other providers whose work is managed by PwC. The payroll group is responsible for communicating with international employees, providing PwC with payroll input data, and providing employees with payslips and tax forms.


Payroll Processing
  • Work independently within the payroll department to ensure that domestic payroll and related taxes are processed accurately in Workday and transmitted timely to ADP.
  • Liaise with ADP tax service to ensure:
    • Accurate calculation of tax payments and timely remittance of federal, state, and local payroll tax withholdings for the multiple states in which PCT and PRC staff are located.
    • Accurate and timely filing of federal, state, and local payroll tax returns.
  • Approve direct deposit information for employees.
  • Process domestic semi-monthly payroll transmission.
  • Reconcile quarterly forms 941 to Workday payroll reports.
  • Audit data entered and makes appropriate adjustments. Verify the accuracy of changes based on the support received and resolve discrepancies.
  • Annually, reconcile taxable wages via ADP Smart Compliance before approving W-2's for printing and distribution.
  • Ensure each semi-monthly payroll is accurate and issues are communicated to the payroll manager.
  • Assist with processing, calculating, and posting a variety of payroll processes: wage garnishments, benefits withholding, and severance payments.
  • Maintain appropriate support of approval for all payroll transactions.
  • Complete semi-monthly paycycle in Workday and transmit information to ADP, verify reports, and review for accuracy.
  • Work with PwC to process payroll for non-U.S.-based staff, including:
    • Manage new hires and terminations
    • Leave issues
    • Record and report benefits
    • Provide year-end tax statements
    • Transmit employee net pay
    • Ensure tax payments and filings are submitted to tax authorities
    • Reconcile tax payments to amounts withheld
  • Prepare a general ledger entry for accounting to record domestic and international payroll.
  • Act as a backup to other payroll staff and share expertise as needed.
  • Update payroll policies and procedure documents as practices and regulations change.

  • Test Workday configuration changes in the sandbox environment including:
    • Earnings and deductions codes
    • Semi-annual software releases
    • New benefit plans
    • Open enrollment elections
    • Total rewards statements

Internal Controls
  • Ensure that proper policies, procedures and internal controls are implemented by the Payroll Department. Revise policy and procedure documents as necessary. Implement any changes or additions to payroll procedures by ensuring the changes are properly communicated to appropriate staff (Payroll, Human Resources and/or all staff, if necessary).
  • Seek opportunities for efficiencies and update payroll policies and procedure documents as practices and regulations change.
  • Store payroll documents securely and purge historic records in accordance with the record retention policy.

401(k), Pension Plans and Other Benefits
  • Act as a key resource in the 401(k) and workers' compensation audits and surveys.
  • Remit employee deferrals and employer contributions to the 401(k) and nonqualified retirement plans.
  • Work with the benefits department on benefits reimbursements, relocations and reconciliation of the retirement plans.
  • Manage the commuter benefits program. Ensure that staff receive the appropriate amount on a pre- and post-tax basis, and reconcile the commuter benefit withholdings to the benefits received.

  • Contribute to and participate in tasks and special projects as needed.
  • Proactively keep payroll manager informed of the status of day-to-day activities and issues as they arise.
  • Develop an effective working relationship with other staff at Pew and serve as a trusted advisor on payroll issues.
  • Resolve general ledger reconciling items identified by the accounting group
  • Reconcile and process ADP invoices for payment.
  • Participate in professional development activities to keep payroll expertise current and to ensure awareness of changes in payroll practices and regulations.
  • Maintain annual payroll schedules and communicate the information to relevant staff.
  • Generate standard and ad hoc reports as requested.
  • Research payroll issues as necessary. Resolve moderately complex issues, referring the most complex issues to the manager, as necessary.


  • Bachelor's degree or equivalent experience is required.
  • A minimum of four years of payroll experience is required.
  • Experience with Workday is strongly preferred.
  • Experience with processing international payroll is preferred.
  • Strong proficiency with Excel including data analysis, lookup functions, and pivot tables.
  • Excellent clerical abilities and strong mathematical skills. High attention to detail. Monitors and double checks work and information for accuracy and quality.
  • Strong interpersonal and communication skills (both written and oral). Engages in clear and ongoing communications with staff and key stakeholders, translates technical payroll issues into easily understood terms and manages expectations.
  • Good organizational and solid project management skills. Manages priorities, juggles multiple tasks, organizes time and identifies internal resources to assist with projects. Develops and move projects forward with minimal supervision. A task-oriented style, with a focus on achievement and process.
  • Demonstrates initiative. Anticipates needs and is proactive. Self-disciplined to meet deadlines and strong work ethic. Self-directed to take action and resolve issues. Strong sense of responsibility and ability to perform well while delivering superior customer service.
  • Maintains professionalism in sensitive and challenging situations. Maintains a customer service demeanor at all times. Exercise discretion and maintain the confidentiality of and sensitive data.
  • Comprehensive and in-depth understanding of payroll policies, processes, procedures and best practices. Knowledge of current trends and major concerns of the field and ability to adapt knowledge to Pew.
  • Team player. Works well in groups and individually to meet goals. Understands organizational structures and works through administrative systems.


This position does not anticipate travel.
