Job Description:

The Sr. Accountant, Billing and Revenue is responsible for the completion of all facets of the billing and collection function. Responsibilities include working with internal partners to proactively administer billing responsibilities by preparing and processing timely and high-quality client invoices, monitoring, and following up on outstanding receivables. The Sr. Accountant, Billing and Revenue will be involved with complex billing matters, collection efforts, and delinquency controls to ensure money owed is billed and received correctly and promptly.

The Institute of International Education ("IIE") has a hybrid work environment that allows team members a combination of in-office work and telework at any of the locations listed above.

Essential Functions
Prepares billings for submissions to customers of various types of government contracts (Cost Reimbursable, Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Fixed Fee, etc.).
Ensures all billings are recorded in PeopleSoft accurately and in compliance with applicable FAR, Uniform Guidance, internal processes, and other contract requirements.
Sets up project billing and revenue for all new awards and contract modifications.
Ensures department trackers are up to date and accurate.
Drafts and distributes weekly reports for drawdown activities.
Prepares billings and project set-up for contributions and pledges.
Prepares Federal Financial Reports (e.g. SF-425s and SF-270s) on time and in accordance with Uniform Guidance.
Takes a lead role in providing information to customers with disputes or inquiries concerning invoices or billing process.
Resolves complex invoicing issues that arise due to unique billing requirements, project adjustments or system issues (time and expense corrections, funding modification requests, etc.) and a variety of internal and external customer inquiries concerning billing status.
Ensures the accurate and timely delivery of invoices and submits invoices through Government Web- based invoicing systems.
Builds and maintains cross-functional relationships.

Job Requirements:

Education and Work Experience:
Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
Requires at least five years of related work experience.

Knowledge Skills and Abilities:
Previous experience in government billing.
In-depth understanding of USG Rules and Regulation and GAAP.
A general knowledge of government contracts and government billing, required.
Experience with processing and validating project type (Time & Material (T&M), Firm-Fixed-Price (FFP), and Cost-Plus-Fixed-Fee (CPFF), Fixed Fee (FF) and deferred revenue invoices as well as close out bills including year-end indirect rate variance invoices, required.
PeopleSoft experience preferred.
Higher level Excel skills including pivot tables, vlookups and sumif statements required.
Strong attention to detail.
Excellent verbal and written communication skills.
