The Quality Assurance/Infection Prevention Nurse evaluates nursing practices within the ICFs to help maximize efficiency and optimize care. Their duties include suggesting and implementing changes, training nurses on new procedures, and ensuring state and hospital requirements are consistently followed. The QA/IP Nurse is also responsible for implementing best practices for halting the spread of viruses and bacteria and develops guidance for Individuals who have contracted infectious diseases. Implementation of the Infection Prevention program will be based on standards of care provided by the Infection Control Committee, the PA Department of Health, OSHA, and APIC standards. This is a salaried, exempt position.

For 43 years, Verland has been a regional leader in providing services to people who have serious intellectual disability, often exacerbated by physical disabilities. Serving more than 230 individuals in four western Pennsylvania counties, Verland provides a wide range of services including residence; nursing care; physical, occupational, aquatic, and equestrian therapies; communication training; dietary services; and socialization/activities programming.

Verland operates:

  • A 10-ICF home care facility, Adult Training Facility (ATF), and administrative center on its main campus in Ohio Township, at the northern corner of Sewickley.
  • 35 Community Living Arrangement (CLA) homes throughout Allegheny County, with several located in Beaver, Fayette, and Mercer counties.
  • Three community-based ATFs, an eight-person facility in Natrona Heights, titled the Intermediate Care Facility/Other Related Conditions (ORC)

The following is a list, not an all-inclusive list, of duties the incumbent is responsible for:



  • Assesses nursing systems and practices, analyzes, develops, and implements system changes to enhance quality of care, effectiveness, and efficiency.
  • Provides expert consultation, coaching, and training (in collaboration with the Nurse Educator) in the application of clinical guidelines used to improve health outcomes for the individuals we serve.
  • Conducts data analysis and identifies opportunities for improvement in nursing.
  • Performs internal audits and inspections to ensure compliance with organization practices and procedures, State and Federal regulations, and nursing practice standards.
  • Reviews policies and procedures, nursing activities, medical records, and assessments to determine compliance with policies, procedures, correctness of assessments, standards of care, and quality of service.
  • Assists the Nurse Educator in the development and implementation of educational information, materials, and programs.
  • Serves as part of the governing body as needed when compliance issues (DOH) arise.
  • Completes compliance audits for processes and any DOH POC's identified.
  • Serves as a member of the Safety Committee.
  • Conducts medical chart reviews to ensure compliance with State and Federal regulations.
  • Updates present Nursing Policy and Procedure Manual, making necessary changes as needed to maintain compliance.
  • Observes and evaluates existing practices and policies and makes recommendations for changes when necessary; evaluates the system to determine if changes are effective.
  • Attends monthly QA and chart review meetings.
  • As needed, interviews family members regarding perceived problems with care and incorporate findings into report or policy change.
  • Participates in creating policies as part of improving quality of care for individuals.
  • Complete the Health Risk Screening Tool (HRST) for all of Verland's clients.
  • Perform other related duties, as assigned.


  • Partners with the Medical Director to develop, implement and evaluate annual infection prevention goals and action plan.
  • Facilitates implementation of infection prevention and control policies/guidelines for all departments that reflect current standards of practice and compliance with CDC, OSHA, APIC and the Department of Health guidelines.
  • Identify trends in infections through review and interpretation of surveillance data to develop risk reduction strategies and implement process improvement initiatives.
  • Develop reports to communicate trend data and analysis.
  • Conduct construction/renovation inspections and rounds to ensure compliance with PA DOH requirements and assess for any infection control/ safety issues.
  • Serve on the Infection Prevention and Control Committee Chair.
  • Demonstrate ongoing continuing education by reviewing professional publications and participating in educational programs and professional organization activities.
  • Investigate clusters and outbreaks for sources of infection, educate staff regarding short and long term control measures and assist in evaluation of the effectiveness of such controls.
  • Manages COVID outbreaks, resident placement, and contact trace for exposure.
  • Facilitate operational responsibilities of infection prevention and control in mandatory reporting to the health department as indicated.
  • Conduct environmental rounds as appropriate to assess compliance with PA DOH, Life Safety requirements.
  • Work with management to identify areas for improved performance to prevent infections and/or protect employees, individuals
  • Act as liaison with local and state health departments and other healthcare facilities by reporting notifiable diseases and investigating communicable conditions.
  • Plan, develop, conduct and document educational programs for staff, individuals and families using age and education level appropriate venues to maintain or enhance knowledge of infection control.
  • Document infection data, notify family or legal guardian of infection, and continued follow up with individual through resolution.
  • Partners with facility leaders, local, state, and national agencies on activities related to infection prevention.
  • Active surveillance for detection and prevention of infections occurring in the ICF through investigation, consultation and education of nursing and direct support staff.
  • Participates in the national collaborative and external reporting to Department of Health, and other ICF specific quality organizations.
  • Perform other related duties, as assigned.

  • Must have the ability to appropriately interact with individuals with intellectual/developmental disabilities, with their family members, and with staff members.
  • Must have the ability to work independently and productively with all levels of staff.


  • Must be a graduate of an accredited school of nursing and hold current Pennsylvania Licensure.
  • Bachelor's degree required.
  • At least two years of experience as a practicing RN, with Quality Assurance, Infection Control or related relevant experience required.
  • Must possess time management skills, as well as the ability to prioritize.
  • Basic computer skills required and data management/analysis experience preferred.


This position requires the ability to lift and/or carry 50 pounds or less independently, or over 50 pounds with the assistance of one other. Requires driving, sitting, standing, walking, running, bending, stooping and reaching. Ability to see, hear, speak and write.
