Job Summary
The Wastewater Treatment Division of the City of Salem Public Works Department has an opening for a Distributed Control System (DCS) programmer at the Water Pollution Control Facilities. The DCS programmer is responsible for creating new project programming solutions, enhancing existing programming, maintaining and troubleshooting problems associated with the DCS as it applies to the comprehensive instrumentation and electrical process control systems of the wastewater treatment facilities. The programmer will be required to coordinate with the Instrument & Electrical and Operations sections to install field changes, test and train others regarding all DCS programming solutions.

What are the minimum qualifications?
  • Must pass the pre-employment background check and drug test (including marijuana).
  • Must have a valid driver's license and a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree in electrical engineering, processing systems engineering, or a related course of study, and three years of experience in process control field as an Instrument Technician with increasing responsibility, preferably in a wastewater treatment plant, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
Preferred qualifications:
  • Considerable experience in all aspects of real-time distributed control processes including architecture, design, coding, and maintenance preferred.
  • One year proven experience in DCS or complex SCADA design and programming; experience with the Foxboro Intelligent Automation (I/A) Series DCS is preferred; must be able to read and interpret process control narratives or strategies, PID and instrument loop drawings preferred.
  • Electrician License, Oregon Limited Energy Technician (LEA or LEB) or higher; preferred but not required.
