Job Description

Progeny Systems Corporation is a privately-held, high-tech small business focusing on software and hardware system integration, cutting-edge research and development, and manufacturing. We provide premium systems, services, and products for the Department of Defense, government agencies and commercial clients.

Progeny Systems is seeking a highly motivated Program Planner/Master Scheduler to work at our Manassas, VA headquarters location.

This position requires deep understanding of scheduling practices and commitment to Earned Value Management guidelines. The successful candidate will provide corporate level guidance and support to the EVM Manager, develop scheduling policy and infrastructure, and deliver program execution review support. Additional assignments will include working proposals and program implementations. This position will work within a team environment consisting of program management, technical, production, financial and other supporting staff. The successful candidate will have strong teambuilding skills, exhibit leadership, demonstrate accountability and possess comprehensive verbal and written communication/ presentation skills.

Duties and Responsibilities

Program Planning & Risk Management

Coordinates with stakeholders, resource managers and management on forecasted needs.

Ensuring synchronization of project planning and reporting.

Interpret contract requirements to develop executable plan in coordination with program management, technical team, production group, and other supporting staff.

Identify contractual milestones, associate interdependencies across the program, and integrate large subcontractor partners.

Support the development of the Work Break-down Structures (WBS) for schedule preparation and cost analysis. Provide support to the program manager to maintain and update the WBS as required.

Implement program scheduling business rhythms.

Ensure major Projects and Programs Integrated Master Schedules (IMS) and plans are horizontally and vertically integrated across company functional groups including finance, engineering, material, manufacturing, and quality.

Engage with the Program Team to perform thorough project analysis showing knowledge and understanding of the program and the principles of EVMS.

Suggest/create/implement ways to enhance schedule and potentially cost performance based on contractually required tasking within the bounds of EVMS compliance.

Prepare trend analysis to identify problem areas and submit recommendations for corrective actions.

Schedule Development, Maintenance, Analysis, Compliance & Reporting

Develop and maintain Integrated Master Schedules and associated artifacts for large, complex efforts to meet contractual requirements.

Actively support Integrated Baseline Reviews as required.

Manage the integrity of the baseline data. Implement and maintain schedule change control.

Solicit input from the technical team to ensure all dependencies (internal and external) are documented and tracked.

Status and provide inputs for the schedule in support of the EVMS business rhythm.

Provide schedule analytics, forecasting and reporting.

Support contract Earned Value (EV) Management deliverables and requirements, integrating with EIA-748 compliant EVM System (EVMS).

Develop, analyze, and provide written/verbal direction in support of Critical Path.

Perform risk analyses.

Identify and resolve critical path and schedule logic conflicts.

Subject Matter Expertise

Serve as subject matter expert for all scheduling efforts.

Understand numerous facets of scheduling and contribute to the development of new scheduling concepts, techniques and standards, or improvement of existing ones.

Evaluate earned value management (EVM) performance including DCMA metrics and recommend corrective actions.

Advise EV/Project Control analysts and Control Account Managers (CAM) in detailed project planning and scope development for engineering and infrastructure projects. Conduct and facilitate IMS reviews with program team at appropriate business rhythm.

Provide interface/support to program office, IPT leads/CAMs and the scheduling team as needed to achieve program objectives.

Lead and mentor the scheduling team on compliant, consistent, and efficient practices.

Support new business proposals by providing recommendations on schedule methodologies, proposal strategies and developing an IMP/IMS.

Establish and maintain project schedule policies.

Skills/Requirements

Knowledge, Skills and Abilities
  • An understanding of advanced scheduling theory, EVMS requirements and expert knowledge of Microsoft Project.
  • An understanding of Government contracts and how to decompose a statement of work into an actionable program plan with respect to scheduling.
  • Experience scheduling for large, complex engineering development and production programs.
  • Experience with:
  • supporting Control Account Managers in an Earned Value Management Systems environment
  • schedule analysis to include defining and analyzing critical path
  • cost and schedule integration tools
  • analysis of Integrated Master Schedules (IMS) using analyzer software
  • schedule Risk Assessment (SRA)
  • DCMA schedule assessment/metrics
  • generating the Integrated Program Management Report (IPMR) Format 6
  • baseline change control processes
  • monthly schedule status processes
  • schedule Critical Path Method (CPM)
  • Estimates to Complete (ETC) and Estimates at Complete (EAC)
  • leading (non-supervisory) a team
  • Intermediate knowledge of Microsoft Office Excel, Word, PowerPoint.
  • Must be an independent thinker capable of working self-sufficiently as well as within a team.
  • Demonstrated willingness to be flexible and adaptable to changing priorities.
  • Ability to efficiently and effectively handle multiple and shifting priorities while meeting deadlines.
  • Excellent verbal/written communication skills and effective interpersonal skills.

Preferred qualifications:
  • Experience with:

  • A level of familiarity or experience with the Integrated Program Management Data and Analysis Report (IPMDAR).
  • Empower analytics software.
  • The integration of data from MS Project to Cobra and ensure accuracy of data.
  • DCMA Surveillance Reviews.

  • Certification as a Planning and Scheduling Professional (PSP).

Education/Experience
  • Bachelor's degree in a technical or business discipline and 10+ years of experience.
  • Minimum of 10 years general experience as a Scheduler on large, complex programs with numerous dependencies to track.

This position may require the applicant to obtain and maintain a DoD Clearance.

Physical and Mental Requirements for all positions:

Ability to lift and transport up to 15 pounds at times
