Job Introduction: The Mayor's Office of Sustainability (MOS) is responsible for developing policies and programs to enhance the near-term and long-term sustainability of the City of New York, as outlined in the City's sustainability plan: One New York 2050: Building a Strong and Fair City (OneNYC). MOS is responsible for overseeing the goals outlined in OneNYC to make New York City the most sustainable large city in the world; achieve carbon neutrality; achieve Zero Waste to landfill by 2030; and improve New York City's air quality. MOS promotes the integration of sustainability goals and practices into the work of City agencies and the lives of New Yorkers.

Job Purpose: The Policy Advisor will be a key member of the MOS team. The individual will provide project management, budget, and air quality support to MOS, and assist in solving cross- governmental stakeholder challenges. We aim to provide high-quality and useful data, successfully manage stakeholder relationships, and create and implement processes for efficiency and streamlining work activities. This position reports to the Chief of Staff and will play a critical role in the team.

The selected candidate will be part of a friendly and dynamic team, and be willing to adapt as priorities change.

Responsibilities may include, but are not limited to:

Budget, Procurement, Contracting Responsibilities:
  • Assist with MOS' efforts to identify and explore funding for MOS' projects and future requirements
  • Support MOS' internal budget management work, including budget tracking and mapping project plans to budget constraints
  • Support MOS-wide project management initiatives and agency best practice improvements
  • Review project plans, schedules, and RFPs
  • Provide and comment on deliverability and sustainability objective target achievement
  • Maintain working level relationships with budget and delivery agencies

Air Quality:
  • Serve as the project manager for the City's Air Quality Working Group
  • Identify and manage cross-agency climate policy initiatives that support making New York City's air quality cleaner
  • Develop a database with latest science and datasets regarding the intersection between climate and health
  • Identify and help secure private, government, and non-profit financial support to achieve the City's air quality goals

Special Assistant Responsibilities:
  • Support the Chief of Staff with administrative responsibilities including updating organization charts, seating charts, and other related administrative documents and tasks
  • Manage the daily schedule and scheduling requests for the Director
  • Track and respond to Office correspondence
  • On-board interns and new staff and guide new hires through office processes
  • Develop briefing materials, PowerPoints, reports, using superior written and oral communication skills
  • Conduct special projects as needed and identified by the Director including research, writing, and other quantitative analysis as needed
  • Assist with the establishment and maintenance of relevant electronic and paper files, including project, program and communication files; assist in preparing for and responding to audits
  • Act as a representative of the Mayor's office at official functions
  • Other duties, as assigned

Preferred Qualifications and/or Skills:
  • A degree in public and/or non-profit management, economics, public policy, social policy, health policy, public finance or similar field or two years of full-time relevant professional experience in a field related to this position
  • Experience delivering and managing budget and contracts
  • Excellent MS Excel skills and experience developing and tracking project and portfolio budgets
  • Excellent communication and interpersonal skills, particularly in terms of explaining technical details to a non-technical audience
  • Excellent stakeholder relationship skills
  • Excellent organizational skills and attention to detail
  • Willingness to work as part of a team, and adapts well to change
  • Knowledge of New York City's governmental structure and Federal and State Funding context an advantage
  • An understanding of issues relating to climate change, the built environment, energy, urban planning and economic development an advantage
