Background

Working across 23 countries in sub-Saharan Africa as well as Cambodia, the U.S. President's Malaria Initiative (PMI) VectorLink Project is equipping countries to plan and implement safe, cost-effective and sustainable life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria. Specifically, the PMI VectorLink Project will build the capacity of country governments to use epidemiological, entomological, and coverage data to support the optimal deployment of vector control tools within each country context while promoting gender equity in all facets of planning and implementation.



Consultancy Objective

The primary objective of this consultancy is to add to the knowledge of the costs of school-based and community-based ITN distribution.

Recently published papers (Scates 2020, Conteh 2021) costed mass and continuous distribution delivery systems including school and community distribution. Overall, the results suggested that continuous distribution strategies can continue to deliver nets at a comparable cost to mass distributions, especially from the perspective of the donors, as continuous distribution relies more extensively on domestic contributions.

Both Tanzania and Ghana, which conduct mature and sustained school-based distribution programs, carried out distributions in the last half of 2020 during the COVID-19 pandemic. PMI VectorLink will hire a consultant to carry out a costing and comparison of the two 2020 distributions in order to add to the knowledge on costs and methodologies of school-based distribution. In addition, the project will analyze costs related to community-based distributions in Zanzibar and Madagascar.

Your contribution

Consultant support is sought for a period of performance beginning in February 2022 and ending June 15th, 2022.

Specific tasks will include the following:
  • Analysis of budget and distribution data from two school based ITN distributions in Ghana and Tanzania
  • Development of costs per ITN distributed in these 2 programs
  • Analysis of the budget and distribution data of two Community-based distributions in Zanzibar and Madagascar
  • Development of costs per ITN distributed in these 2 programs




Deliverables

Deliverables include:
  • A case study report
  • A PowerPoint presentation

Application Requirements

  • A CV describing relevant experience

  • Rate history

The application will be evaluated on technical capabilities, past performance, relevant relationships, cost reasonableness, and cost competitiveness.

What are we looking for?
  • A health economist or suitably qualified candidate
  • Experience of conducting similar analyses
  • Strong interpersonal, written, and oral communications skills
  • Representational skills and ability to interface with multiple stakeholders in a professional matter
  • Experience working with USAID and/or PMI a plus
