Major Responsibilities:

The Manager is responsible for the development and administration of effective membership accounting systems, practices, controls, and procedures and for training to both staff and local stakeholders in support of local associations financial needs. The Manager will also be responsible for general accounting matters as assigned by the Controller.

Specific Responsibilities:

  • Maintain complete and thorough knowledge of all membership and dues policies and bylaws of both the state and national affiliates. Participates in the development and update of Association membership accounting policy.
  • Manage membership processing including member enrollments, cancellations, and data updates received from both local associations and individual members including miscellaneous membership (Associate, Student, Retired, Individual, and NEA Reserve members).
  • Offer innovative recommendations for improvement of day-to-day membership accounting and enrollment procedures.
  • Supervises the maintenance of accurate enrollment records and oversees administration of the organizational membership database (NEA360).
  • Works closely with locals, members, and staff to resolve financial and membership inquiries received and tracked in a SharePoint collaboration tool.
  • Supervises the maintenance of the accounts receivable subsidiary ledger, cash receipt application, preparation and mailing of the monthly billing statements and dues collections.
  • Reviews local association payroll deduction schedules annually, evaluates the monthly reconciliation of local accounts, and makes recommendations on the collection of past due accounts.
  • Manages the month and year end closing processes, producing membership reports, and preparing board level reports showing comparative membership data.
  • Assists locals with complex banking, membership, and financial issues, including membership and dues audits and select IRS and accounting issues.
  • Designs and delivers financial training for local treasurers using all available training methods, including classroom, web-based and one-on-one.
  • Promotes exceptional customer service within the Membership team in all organizational interactions.

  • Generates reports for in depth analysis of membership data using information derived from the membership database.
  • Oversees the Local Office Support program to provide operating reimbursements to locals.
  • Works with MTA Division of Legal Services to process legal related dues billings.
  • Works with Governance to validate the Annual Meeting Delegate Registration system.
  • Produces and disseminates financial membership information and materials.
  • Monitors internal control procedures to ensure compliance and make recommendations for update, as appropriate.
  • Works closely with staff in other divisions to assure accuracy of membership information.
  • As assigned by the CFO and Controller, oversees general accounting matters related to General Ledger, Financial Reporting, Accounts Payable, Fixed Assets, Payroll and Retirement Benefit Plans.
  • Assists with the annual financial and retirement plan audit efforts by documenting updates on internal control environments and providing requested documentation.
  • Serves as staff consultant to committees and groups, as needed.
  • Adheres to all MTA policies and personnel procedures, including but not limited to hiring, supervision, performance evaluation and employment-related actions.
  • Carries out responsibilities with a positive cooperative spirit and motivates staff to achieve division goals.
  • Encourages regular staff development and training.


  • Bachelors degree in accounting.
  • Supervisory accounting experience, including preparation and analysis of data.
  • Proven interpersonal skills, both verbal and written.
  • Ability to manage assignments independently and on deadline.
  • Analytical thinker capable of converting concepts into spreadsheet models.
  • Exceptional computer skills including extensive use of common spreadsheet applications, word processing software, report writing and data base management systems / capable of navigating new software with limited supervision.
  • Experience in reconciliation of accounts payable subsidiary ledger to the general ledger.
  • Excellent customer service skills.
  • Minimal travel required with some overtime required.
  • Willingness to work in a fast-paced financial/customer service environment.
  • Commitment to MTAs mission and pro-labor, pro-public education agenda.
  • Understanding of key concepts of and commitment to dismantling systems of oppression that create inequity by race, class, and gender.
