Campaign Legal Center (CLC) is a nonpartisan, nonprofit organization based in Washington, DC. Through litigation, policy analysis, and public education, CLC works to protect and strengthen the U.S. democratic process across all levels of government. CLC is adamantly nonpartisan, holding candidates and government officials accountable regardless of political affiliation.

CLC was founded in 2002 and is a recipient of the prestigious MacArthur Award for Creative and Effective Institutions. Our work today is more critical than ever as we fight the current threats to our democracy in the areas of campaign finance, voting rights, redistricting and ethics. CLC watchdogs government officials, provides expert analysis and helps journalists uncover violations. CLC also participates in legal proceedings across the country to defend the right to vote, ensure fair redistricting, and to enforce and defend campaign finance laws.

Position Summary

CLC is seeking a Legal Counsel to help ensure vigorous enforcement of federal campaign finance laws and to promote a democracy that is responsive to voters rather than wealthy special interests. The Legal Counsel will specialize in federal campaign finance law as part of CLCs Federal Reform and Campaign Finance Litigation teams.

The Legal Counsel will advance CLCs watchdog work by researching and drafting administrative complaints filed with the Federal Election Commission (FEC) alleging campaign finance violations. The Legal Counsel will also draft advocacy materials communicating about key campaign finance issues to the public, develop rulemaking comments and petitions, review and prepare comments regarding FEC advisory opinion requests, and analyze and draft legislation to reform federal campaign finance laws.

The Legal Counsel will also participate in CLCs campaign finance litigation, particularly in lawsuits related to CLCs administrative complaints against the FEC and private citizen enforcement suits against groups for violations of federal campaign finance law. This work includes drafting pleadings, motions, and briefs, assisting with managing discovery, and handling trial and appellate proceedings.

This position reports to the Director, Federal Reform.


  • Conduct legal research, writing, and advocacy in support of CLCs Federal Reform and Campaign Finance Litigation teams, including:
  • Investigating and drafting complaints
  • Researching and writing FEC rulemaking and other regulatory materials
  • Drafting white papers, blogs, op-eds, and other policy and advocacy materials
  • Drafting pleadings, motions, and briefs in federal campaign finance cases
  • Assisting with written discovery including drafting discovery requests and responses and ensuring compliance with discovery deadlines
  • Take and defend witness depositions, participate in conferences with opposing counsel, and participate in court hearings and oral arguments
  • Participate in record-building activities and the development of policy and legislative proposals
  • Some travel required


  • At least one year of legal experience (a judicial clerkship satisfies this requirement)
  • Experience drafting legal memoranda
  • Strong research, writing, and analytical skills
  • Exceptional interpersonal communication skills with a proven ability to work effectively and collaboratively as part of a team
  • Active membership in the DC bar in good standing, or eligibility to waive into the DC bar
  • Commitment to the nonpartisan nature and overall mission of CLC
  • Demonstrated interest in campaign finance, government ethics, or election issues is preferred but not required
