The Information Technology Administrator oversees all Information Technology operations for NOVA Parks. This includes providing technical leadership in the planning, implementation, and maintenance of all hardware, software, network connections, communication systems, and related infrastructure for all parks and facilities. The IT Administrator is responsible for the whole life cycle of IT projects from long-range planning, consensus meetings and needs assessments to budget development and project implementation, in coordination with NOVA Parks’ Strategic Plan. The IT Administrator also manages data backup and disaster recovery systems, reservation systems, point-of-sales systems, facility security systems, remote access applications, help desk support, and other related equipment. The IT Administrator will lead the analysis, development, and implementation of a Cloud technology transition plan for NOVA Parks across all departments and systems. Work is performed under the direction of the Director of Planning and Development with considerable latitude for independent judgment and action. Annual performance goals will be set for the IT Administrator.

ESSENTIAL FUNCTIONS (with illustrative examples of work)

Manage computer network operations:

  • Evaluate, purchase, install, and maintain computer hardware and software for all departments and park facilities.
  • Provide help desk support to staff throughout NOVA Parks, including troubleshooting hardware, software, and network problems; contract with vendors and maintenance personnel for external service and support as needed.
  • Administer Microsoft Windows 2008/2012 Servers.
  • Administer Barracuda E-mail Spam Firewall and Microsoft Exchange 2012 E-mail server to include upgrading to Cloud Exchange.
  • Maintain and monitor network data backups and off-site (Cloud) data storage for network disaster recovery for headquarters network using the Barracuda CDP 5040B data backup device.
  • Upgrade Microsoft Office Suite 2010 Professional to Microsoft Office 365, including Exchange, for all NOVA Parks’ computers.
  • Administer Anti-virus platform for all NOVA Parks’ servers and computers.
  • Oversee Kronos time keeping system hardware to include installation of time clocks to all facilities and provide repair/replacement services as needed.
  • Administer Wide Area Network (WAN) and Local Area Networks (LANs) for park facilities.
  • Plan, budget, implement, and maintain a VMware system for remote network access using Citrix (XenApp), Microsoft Hyper-V, VDI or similar remote access platform.
  • Work with park staff to develop a five-year rolling budget for equipment/application upgrades and replacement in coordination with the annual Capital Budget process.
  • Develop policies and procedures related to the use and protection of computer hardware, software, and networks; provide staff training to ensure adherence to agency guidelines and security procedures.
  • Install Ethernet cabling, wireless devices, and related infrastructure for computer networks and network expansion at various park facilities as needed to include conduit installations.

Manage other systems and equipment:

  • Assist with management of the NOVA Parks website.
  • Administer telephone, security, and other systems at headquarters; assist with the planning, acquisition, and installation of telephone, camera, and security systems throughout park facilities.
  • Coordinate acquisition, operation, and maintenance of various Headquarters equipment to include large format printers, printers, copiers, fax machines, scanners, and automated mail machine.
  • Maintain inventory of computer software, equipment and supplies.
  • Formulate Requests for Proposals (RFPs) and Bid packages for large equipment/project purchases.
  • Assist with design and planning of IT infrastructure requirements for all new park facilities.

REQUIRED QUALIFICATIONS (minimum)

Education: Graduation from an accredited college/university with bachelor’s degree in Information Systems or closely related field, or equivalent combination of education and work experience.

Physical: Non-manual and manual work with strength and dexterity necessary to perform all required tasks, including lifting, stooping, bending, and working in tiring and uncomfortable positions in an office setting; will lift and carry heavy boxes and equipment up to 50 pounds.

Experience: Ten years of experience in the management of personal computer, network and related equipment, or equivalent combination of education, experience and training which provides:

  • Microsoft Certified Systems Engineer (MCSE) Certification. (Preferred)
  • Considerable knowledge of networks and network troubleshooting skills.
  • Considerable knowledge of personal computers, printers, peripheral devices, switches, access points, wireless and non-wireless routers, radio frequency (RF) and microwave technologies.
  • Considerable knowledge of computer/server hardware and the ability to accurately diagnose and replace hardware components as needed.
  • Working knowledge of computer software and systems including Active Directory (AD), Windows Server 2008/2012, SQL Server 2012, Windows 7, Windows 10, Microsoft Office Suite 2010, Microsoft Exchange 2012, Outlook 2010, Microsoft Outlook Web Access (OWA) 2010, AVG Antivirus, Kronos Workforce Ready Time and Labor, Microsoft Dynamics 2015, F9, Citrix (XenApp) and remote access software (RescueAssist).
  • Skill in troubleshooting a variety of computer problems including hardware and software.
  • Considerable ability to provide technical support and training to users.
  • Considerable knowledge of the operation and use of telephone systems, security systems and other office machines and equipment.
  • Ability to communicate effectively, both orally and in writing.
  • Possession of or ability to obtain and maintain a drivers’ license with a safe driving record.
  • Regular and predictable attendance is an essential function of the position.
