Grants Analyst - $69,456.00 - $97,260.00

The purpose of this position is to perform tasks primarily related to operating and capital funding opportunities and Capital Improvement support activities as well as performing administrative tasks in support of senior analysts. This is accomplished by preparing financial status reports/milestone reports as required to meet grant records requirements, maintaining data in the appropriate database for recording purposes, and appropriate creation, assignment, and monitoring of labor billing codes.

Senior Grants Analyst - $83,220.00 - $116,556.00

The purpose of this position is to monitor, reconcile, report and analyze financial data related to capital project funding for both construction and non-construction projects. This is accomplished by maintaining and recording capital funding in computerized systems, monitoring and reconciliation of capital project funds, preparing grant applications and other reports as required, preparing annual capital budget and capital program update, and supporting project managers with respect to providing information and planning the use of grant funding for Capital Projects. Other duties include forecasting, training staff, audit support and researching and identifying funding opportunities.

EXAMPLES OF DUTIES:

Grants Analyst

• Prepares and maintains capital budget data for budgets, planning, and forecasting by preparing and processing budget schedules for capital grants/projects and budget change forms, making project expenditure corrections as warranted, and calculating and establishing capitol labor billing rates and activity types for processing payroll.
• Conducts financial and statistical analyses for reporting purposes by extracting, compiling, analyzing, and formatting data obtained from various database sources.
• Maintains databases by setting up funding for capital projects upon grant approval, entering capital project data, and updating projects in local and state databases.
• Working with funding agencies to determine possible reprogramming options.
• Applies and maintains grant applications and funding by analyzing applications to determine information requirements, assisting with preparation of papers for board and senior management approval, and coordinating grant initiation efforts and reprogramming activities.
• Administrative functions that include: coordinate meetings; participate and notice all attendees of date, time, and location. Reserve facilities and equipment using scheduling software and District forms. Prepare public notices for advertisement and for posting on the District’s website. Answer questions from District employees, and vendors as appropriate.
• Access and download documents and information from the Internet.
• Establish project tracking and review systems for assigned projects. Update management and staff on project progress.
• Manage materials and resources for projects, coordinating with other departments as required.

Senior Grants Analyst

• Maintains and analyzes financial data related to capital funding by updating funding information for capital projects from approved grants, agreements or budget change documents in computer systems, creating and monitoring settlement rules in SAP capital project module for capital project expenditures, and preparing reconciliations of internal capital project funding data with federal, state and local funding sources.
• Administers grant funding activities by preparing funding applications and determining application requirements, working with project managers and subrecipients to obtain required project data, preparing funding reprogramming data and required agreement amendments, reviewing funding agreements prior to execution, reconciling grants and agreements for close-out, preparing and/or reviewing related issue papers for Board approval and meeting with internal staff and external agencies as required.
• Prepares, maintains and provides capital project budget information, works with project managers to provide capital project scope, cost and schedule information for capital improvement program, annual capital budget, financial forecasting and cash flows projections.
• Prepares reports on capital projects and grant funding including project financial and milestone reports, specialized reports as instructed by outside funding agencies and ad-hoc internal reports as needed, provides information for audits on capital project funding procedures used for managing the funding and expenditures for capital projects and provides oversight of subrecipients in compliance with Single Audit Guidelines for grant activity, invoicing and reporting.
• Identifies funding opportunities by researching websites, attending workshops and meetings and analyzing notifications of available funding, analyzes funding sources with respect to District's capital program to determine potential funding opportunities including matching and reporting requirements, determines opportunities for reprogramming of capital funding, applies for operating funds and provides training for staff.

MINIMUM QUALIFICATIONS:

A combination of education and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the position. SacRT reserves the right to determine the equivalences of education and experience.

Grants Analyst

Education: Bachelor's degree or equivalent in Finance, Accounting, Business Administration, Public Administration or a closely related field.

Experience: A minimum of three (3) years of experience in grant preparation, research, program organization, or grant related financial support functions.

Senior Grants Analyst

Education: Bachelor's degree or equivalent in Accounting, Finance, Business Administration, Public Administration or a closely related field.

Experience: A minimum of four (4) years of financial analysis, project accounting or grant accounting experience. Capital accounting and/or grant accounting experience with a public or transit agency is preferred.

Proof of required education beyond high school, such as college transcripts, diplomas, and/or certificates must be submitted at the time of application, if not substituting experience for the education requirement.
