Marion Polk Food Share is the regional food bank leading the fight to end hunger in Marion and Polk Counties. Support from our local community makes it possible for the Food Share to collect and distribute nutritious food for children, adults, and seniors through more than 100 partner programs, including food pantries, meal sites and home-delivered meals and to carry out programs to address the root causes of hunger.

Statement of Purpose: To increase food security among older adults through leading effective, impactful, community-based programs.

Summary of Role: The Director of Meals on Wheels is responsible for leading the Food Share's efforts in increasing food security and quality of life among older adults and people with disabilities. The Director oversees our Meals on Wheels home delivered meal program, as well as multiple congregate meal sites for seniors. The Director also serves as the Food Share's public face of Meals on Wheels and is our lead on senior hunger issues. This position serves on the Leadership Team of the Food Share and participates in organizational administration and setting organizational strategy.

Core Areas of Responsibility

  • Senior Service Programming (60%): Leads, sets direction and oversees all Food Share programs and activities that work to address hunger among older adults. Includes home delivered meal, congregate/community meal sites, senior grocery box and other programs.
  • Organizational Leadership & Strategy (20%): Serves on the Food Share Leadership Team. Participates in organizational administration, budgeting, and leading organizational culture. Aligns the programs of the Food Share behind a clear set of goals consistent with the Food Share's strategic direction.
  • Community Outreach & Partnerships (20%): Engages with the communities of Marion and Polk Counties to raise community awareness about senior hunger and build partnerships that support the work.

This is a management position and ensures that staff and volunteers have clear work direction and guidance. The incumbent is responsible to carry out the full spectrum of management responsibilities in accordance with the agency's policies and applicable laws.

Areas of Responsibility, Evaluation and Essential Functions:

Leadership & Decision Making: Serves on the Leadership Team of the Food Share, along with the CEO, VPs and Directors. Guides organizational direction and culture. Addresses organizational challenges, provides financial oversight for the Food Share, and develops sound organizational plans, policies and practices. Ensures the leadership team and staff have the information necessary to properly exercise their responsibilities. Fosters an organizational culture that works together, develops and considers options, selects and follows through on an agreed course of action and evaluates effectiveness of programs.

Strategic Direction: Participates in program visioning, planning, budgeting, tracking and reporting. Regularly communicates program goals and results with organizational leadership and staff.

Staff Oversight: Supervises and supports a team of 15+ staff, including program managers, coordinators and the kitchen production team. Develops and supports a collaborative, positive team environment, including facilitation of team meetings. In collaboration with Human Resources, oversees hiring, staff support and disciplinary action for Meals on Wheels team.

Equity & Social Justice: Leads efforts to employ an equity-based approach to Food Share programming. Utilizes an equity lens in decision making and strives to address disparities in experiences of hunger among communities of color, LGBTQ+ communities, seniors, individuals with disabilities, and additional groups facing systemic oppression.

Community Partnerships: Engages in and leads partnerships with service providers, government agencies and other groups that increase the capacity of Food Share to accomplish its mission.

Community Outreach & Engagement: Serves as lead on community outreach and engagement for all Food Share senior services. Communicates effectively with the public about the program and attracts program support.

Senior Service Best Practices and Community Data: Effectively tracks national, regional and local data on senior hunger and senior services more broadly. Understands and effectively communicates current senior needs, program best practices, and trends.

Data & Reporting: Manages and supports effective, accurate reports for all aspects of senior service programs. Regularly populates Departmental reports, creates reports for grants, donors, the Food Share Board of Directors and more.

Contract Management: Manages and ensures adherence with multiple local, state and federal contracts. Includes Northwest Senior & Disability Services, Older Americans Act (OAA), Medicaid, Oregon Project Independence (OPI), and kitchen lease contracts.

Budget Management: Manages, controls, and sets multiple program budgets, totaling over 1.1 million dollars in annual expenses and over $400,000 in annual program and contract revenue. Make projections, monitor spending and revenues, and adjust regularly.

Program Expansion: In collaboration with internal team and external partners, understands and considers regional senior service needs and projected increases in needs. Leads the team and community in developing plans for program growth to support community needs, including potential expansion outside the Salem-Keizer service area.

Home Delivered Meal Programing: Oversees all aspects of home delivered meal service for homebound seniors in the Salem-Keizer area. In collaboration with Program Manager, understands emerging needs and responds through programs, and ensures excellent customer service, contractual compliance, and safety.

Congregate Meal Services: Oversees congregate meal programs at 2 locations in Salem, Oregon. In collaboration with Congregate Meal Coordinators, understands emerging needs and responds through programs, and ensures excellent customer service, contractual compliance and safety.

Senior Grocery Box Program: Oversees the Commodity Supplemental Food Program (CSFP) in Salem (also known as Senior Grocery Box) a USDA program that provides food boxes to low income seniors.

Kitchen Production: Supervises and supports a kitchen production team, including a professional Executive Chef. In collaboration with the Chef, oversees menu planning, food production, and nutritional requirements.

Volunteer Program Development: Supports and guides program staff in volunteer recruitment, retention, and training. Develops vision and direction for volunteer engagement to support the

Meals on Wheels Program: Program supervises over 200 volunteer drivers and dining room assistants.

Client Outreach: Supports Program Manager in developing and implementing client outreach strategies that ensure individuals know about and can easily access Meals on Wheels. Pays specific attention to underrepresented communities in services and conducts culturally specific outreach.

Compliance: Ensures compliance with all applicable contracts, laws and policies. Includes food safety, client confidentiality, mandatory reporting, record keeping and more. Also includes all applicable rules and regulations related to the COVID-19 pandemic.

Fundraising: Participates in grant writing, reporting, donor solicitation and other fundraising efforts in collaboration with Development staff. Ensures that programs are able to be communicated effectively to the public.

Job Conditions:

  • Work is performed in a variety of office environments and other locations inside and outside of Food Share, including gardens and farms.
  • May lift, move, and carry objects up to 40 pounds, such as boxes containing materials and other supplies.
  • Will work or travel out of the local area and work outside normal working hours, such as evenings and weekends on occasion.
  • Occasional overnight travel.
  • Willing to drive personal vehicle for business purposes.
  • The Food Share provides essential services to our neighbors in Marion and Polk counties. As a result, all Food Share employees may be asked to report to work during local public health, weather, or other environmental emergencies.
  • Remote work may be available for this position. All remote work assignments begin, end, or change only with supervisory approval.

Education and/or Experience; Certificates/Licenses/Registrations:

  • Three to five years of relevant professional experience, required.
  • 2 years' experience with managing and supervising a staff team, required.
  • 2 years' experience senior services, disability services or social services, preferred.
  • Demonstrated high level of professional responsibility and ability to oversee multiple programs, required.
  • Proficient in Microsoft Office Suite, including Word and Excel, and comfortable learning new software programs, required.
  • Work experience or education related to social services, program management, nonprofit management, communications, social justice and equity, food systems, community organizing, community health, or related field, required.
  • Experience in developing operational strategies that have taken a program to the next stage of growth, preferred.
  • Must pass pre-employment drug screen, excluding THC and full background check, including driving record check. A felony or misdemeanor conviction does not necessarily bar someone from working at the Food Share.
