With minimal direction, this position will perform leadership work for the Integrated Clinical Services (ICS) and ICS programs. This role will be responsible for providing policy analysis, program analysis, monitoring, evaluation, and coordination with ICS program directors, Leadership Team members, and the general public. This includes operational and administrative policies, federal/state and/or local health policy proposals requiring response from the ICS Director, fiscal/financial Medicaid/Medicare or managed care payment policies, so that ICS program goals and needs are met for Umpqua Health Alliance (UHA) Oregon Health Plan (OHP) enrollees and Medicare members, with the intent of adequately meeting the behavioral health needs of enrolled members.

  • Setting annual strategic planning activities and implementing core priorities in alignment with operational leadership
  • Performing independent analysis to evaluate and assess risks, opportunities, and critical business needs of the organization
  • Facilitating leadership support and decision making for strategic planning
  • Develop clinical policies, procedures and programmatic systems that align with agency-wide policies and ensure clinical excellence and documentation compliance
  • Partnering with leadership and internal policy leaders to assure ICS is well represented in policy venues, and manages internally and externally policy priority-setting and planning
  • Representing ICS internally and externally for policy/advocacy work, decision making and program direction
  • Assure key operational and clinical requirements and performance expectations are maintained, such as strong administrative support, and financial management, through staff, team members, internal project teams and external partners
  • Implement recruiting, retention, supervision, and training practices that encourage and maintain diversity and cultural competence of staff
  • Provide leadership in ensuring all Human Resources and Quality Management directives are followed
  • In conjunction with UHA finance, oversee budget development, monitor expenses and revenue through communication with program managers and supervisors
  • Provide leadership to directors, managers, supervisors, and direct service colleagues, with an emphasis on clinical supervision
  • Also includes team building, performance motivation, and morale
  • Provide coverage for other Senior Leadership for ICS team members
  • Active collaboration with population health, medical, urgent care, care coordination and operations teams will be critical to ensure development and delivery of integrated programs and services to clients within the health plan setting
  • Position responsibilities include development, delivery and evaluation of best practices in treatment, supervision of clinical providers, coordination with staff training and development team for continuing education, collaboration with Quality team for development, delivery and evaluation of best practices, and building a trauma informed approach among colleagues and with clients
  • In conjunction with the Executive Team, continue to develop overall clinical structure and processes of UHA in support of organization-wide goals and objectives
  • Ensure clinical effectiveness is reached through the use of best or emerging best practices
  • Research and coordinate with Quality Management to deliver appropriate evidence-based practices within the program area
  • Collaborate with Chief Medical and Chief Operating Officer, as well as other UHA focused senior leaders, on the further development of programs and services across the lifespan, with an emphasis on enhanced Substance Use Disorder treatment
  • Ensure that the voice of UHA colleagues and clients are heard and utilized in developing goals and tactics that support the achievement of best practices and strong health outcomes
  • Serve as a key spokesperson for the clinical delivery of care within integrated health programs; develop and maintain positive intra-agency and community relationships
  • Coordinate and manage special projects and initiatives, as needed per event or realized quality improvement need
  • Partner with Human Resources on staff concerns, investigations, policy changes that affect employee actions, etc
  • Maintain ICS leadership/strategic dashboard with key metrics to drive performance improvement
  • Support ICS Director and ICS program directors in the development and implementation of population health policies, frameworks, and strategic initiatives
  • Coordinate and participate in the development of ICS work plans such as budget, goal, and objective planning
  • Collaborate closely with clinic teams to support migrant and refugee health programs, including mobile health
  • Work closely with compliance and clinical leadership to assure alignment with regulatory and clinical indicators for business development
  • Responsible for assigned OHA deliverables with integrity and completed accurately and timely
  • Anticipate, analyze, and develop proposed growth and partnership models for services in the CCO
  • Sustain and expand partnerships with public health programs to deliver clinical and non-clinical services
  • Prepare reports, memos, studies and responses to inquiries and complaints for ICS Director's review
  • Assist the Executive Leadership in the preparation of materials for various boards, task forces, and committees
  • Perform outreach, coordination and partnership development as well as manage media relations, marketing, public relations and sensitive management issues related to communications
  • Provide guidance, as requested by Executive Leadership, for business/program development and partnership activities
  • Interact with external organizations including Oregon CCOs, Oregon Health Authority and others.
  • Develop internal and external committees to enhance the behavioral health program.
  • Partner with the Quality Improvement Department to identify quality and outcome metrics for the behavioral health program.
  • Comply with organizations internal policies and procedures, Code of Conduct, Compliance Plan, along with applicable Federal, State, and local regulations.
  • This position will typically work Monday through Friday, day-time hours
  • It may require working late evenings and/or weekends in order to meet deadlines or to meet the needs of the programs
  • Other duties as assigned.

  • Master's level or doctoral education in field clinically relevant to services provided, with an emphasis on behavioral health
  • Five years of direct care to patients or clients in a behavioral health or integrated health setting
  • Five to eight years of managerial experience in the delivery of clinical services, and development of clinical best practices, with an emphasis on behavioral health and substance use disorder treatment, is required
  • Managerial experience in an integrated care setting that includes primary care is highly recommended
  • Knowledge of various populations, those with serious mental illness and/or substance use disorders; children, transition age youth, adults, and older adults
  • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds.
  • Ability to flex communication style to multiple cultural environments.
  • Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.
  • Experience considering the impacts of the work on multiple communities, including communities of color, in technical analysis.
  • Experience incorporating the perspectives of multiple communities, including communities of color, in the consideration of impacts and outcomes of a decision-making process.
  • An understanding of the concepts of institutional and structural racism and bias and their impact on underserved and underrepresented communities.

Typical office environment requiring standing, sitting, walking, bending, and lifting up to 25 plus pounds. May be exposed to patient and environment conditions such as unpleasant sights, smells and contagious diseases.
