Summary of Duties

Assist City Clerk, Human Resources , Finance and Administration in a variety of duties, responsibilities, and projects.

Essential Duties and Responsibilities

  • Assists City Clerk as custodian of all official records of the City;
  • Assists City Clerk in preparing packets of information and agendas for upcoming City Council meetings;
  • Assists City Clerk with duties relating to City elections with the County Election Board including notices of election and filing of candidates;
  • Posts meeting notices;
  • Assists City Clerk in arranging for publication of requests for bids, notices of hearings, ordinances, and other official notices;
  • Assists City Clerk in opening all bids submitted to the City;
  • Assists in coordination of special events sponsored by the City such as receptions, dinners, meetings, tours, and retreats;
  • Assist in the coordination of the employee awards and banquet, board banquets and employee flu shots;
  • Assists in updating the City Code and updates and distributes personnel manuals as requested and ensures personnel manual is posted on the intranet;
  • Assists City Clerk in drafting and processing ordinances, resolutions, proclamations, and contracts for Council action;
  • Assist City Clerk in Administering oath of office to all appropriate employees, elected officials, and board members;
  • Assists City Clerk in maintaining and updating the Citys web site and intranet site, drafting, and editing communication, and preparing layouts for web presentation;
  • Assists City Clerk in creating forms, calendars, newsletters, brochures, pamphlets, flyers, and/or other collateral materials in support of City administration;
  • Assists City Clerk in coordinating General Liability Insurance;
  • Will assist Human Resources with special projects; safety committee; wellness committee, coordination of open enrollment meetings; payroll back up.
  • Will assist Finance Department with special projects; business licenses; budget; policy reviews; audit; phone back up for finance clerks; economic development tracking; finance contracts; filing; and performance management.
  • Assists with special projects and performs other similar duties as assigned.

Minimum Qualifications

  • Must possess an associate degree and at least two years of related experience or equivalent combination of education and experience. Bachelors degree preferred.

Knowledge, Skills, Abilities and Competencies

  • Knowledge of general city operations and organization;
  • Skill in operation of modern office equipment such as personal computer, facsimile, copiers, scanners, and telephones;
  • Skill in use of various personal computer software, including advanced spreadsheet development and word processing;
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships with customers, co-workers, and representatives of other agencies, including individuals with various educational, lingual, and economic backgrounds;
  • Ability to provide appropriate customer service and interact effectively with individuals who may be confused, upset, or irate;
  • Ability to remain calm and level-headed during times of high pressure or stress;
  • Ability to meet legal deadlines;
  • Ability to make responsible decisions in accordance with established policies and procedures;
  • Ability to maintain administrative, fiscal, and general records, and research and answer questions from records;
  • Ability to communicate effectively orally and in writing;
  • Ability to maintain effective working relationships with other employees, officials, and the public, and to deal with public relation problems courteously and tactfully;
  • Ability to perform with a high degree of accuracy and attention to detail;
  • Assist in event planning;
  • Skilled in multitasking to meet multiple competing deadlines;
  • Ability to use City resources effectively and efficiently.

Work Environment, Physical Demands, and Other Requirements

  • Work is performed in an office environment;
  • May be required to reach with hands and arms, sit, stand, talk and hear, and see objects that are nearby;
  • May be required to lift/move up to 25 pounds (such as a box of paper).
  • Must have a valid drivers license.
  • Will be the backup for the City Clerk at City Council Meetings which are held the 1st and 3rd Tuesdays at 6:00pm, attendance required.
