Association's Mission: To lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.


Purpose of Position: Under general direction from the Chief Financial Officer, Controller compiles and analyzes financial forecasts, cash flow projections, reports and presentations; creates and analyzes monthly, quarterly, and annual reports and ensures financial information has been recorded accurately; identifies trends and developments and presents findings to CFO; performs reconciliation of internal accounts; relies on experience and judgement to plan and accomplish goals; performs a variety of complicated tasks; leads and directs the work of others and develops and implements clear financial and internal operational policies and procedures of the Association and oversees the CPCA Ventures Loan Programs. A wide degree of resourcefulness and digital innovation is expected.



Primary Responsibilities:

  1. Analyze general ledger accounts and prepare necessary journal
  2. Plan, manage, and assist with the daily functions, operations, and activities of the Finance department, including accounts payable, accounts receivable, and
  3. Manage month-end closing of financial statements; prepare journal entries, review entries prepared by staff; input data into general ledgers; ensure that all departments have submitted bills for month
  4. Prepare monthly bank reconciliations, investigate, and resolve any unreconciled differences and prepare cash flow analysis and forecasted cash
  5. Assist CFO with year-end audit; analyze data and prepares work papers for and interacts with
  6. Ensure the integrity of the general ledger system, maintain chart-of-accounts.
  7. Process and maintain fixed asset information and depreciation
  8. Reconcile subsidiary ledgers to general
  9. Assist various other departments with accounting related issues and prepare accounting reports for them and senior management.
  10. Analyze and reconcile various balance sheet accounts, such as inter-company receivables, accrued payables, deferred accounts,
  11. Develop reports to assist with analysis and
  12. Prepare individual departmental income statements, balance sheets and income statements for our three affiliated corporations and prepare consolidated financial
  13. Assist with grant management: developing budgets, tracking and periodic grant reporting
  14. Assist in the preparation of association annual Budget and budget Help develop, track, and analyze budgets, preparing periodic reports for external and internal use.
  15. Process membership billings and payments for dues and services e.g. training revenues.
  16. Serve as fiduciary for our 403b Retirement Plan.
  17. Provide Accounting Policy Orientation for new-staff members


Skills and Abilities Required:

  1. Act as the lead in project and program management expertise including implementation and
  2. Develop a high level of expertise in assigned content areas to provide guidance and technical assistance to staff and Association
  3. Assist with grant and budget management, contract development and
  4. Strong presentation and written communication
  5. Develop solid relationships with strategic partners, vendors, Association membership and the board of directors.
  6. Work collaboratively with senior leadership and multi departmental teams.
  7. Supervise, train, and evaluate
  8. Advanced problem solving, critical thinking, organization, and time
  9. Proficiency in Microsoft Office and web-based applications and
  10. Self-direction, ability to innovate and recommend strategic direction and influence
  11. Evaluate current accounting platform and recommend new software.
  12. Effective problem solving, time management and critical thinking skills.
  13. Manage complex projects and programs and provide strategic direction to staff teams on projects and programs, including program evaluation needs.


Additional Responsibilities:

  1. Support the Association's Strategic Plan and execute deliverables in designated areas as assigned.
  2. Attend and participates in required Association
  3. Report regularly to
  4. Participate in CPCA events and represents the Association as requested to include state and national
  5. Travel for national and regional meetings, training and site visits by air and ground transportation.

Education and Experience:

Bachelor's degree required. Master's degree preferred. Minimum of five years advanced management or equivalent experience. Experience with community health centers, member-driven associations or non-profit organizations is also preferred. Relevant experience may be considered in lieu of degree requirement.

Work from Home:

Beginning March 13, 2020, all CPCA employees began telecommuting to minimize the spread of COVID-19. Although predominantly working from home as the new business model, an employee Telecommuting Agreement was put into place to ensure expectations were clear for virtual employment. This position does require the employee to have a cell phone that can support the Microsoft Authenticator App with a data plan and home internet service, both are reimbursed at a set rate each month. Part of the employee Telecommuting Agreement requires that all employees be able to run Microsoft Authenticator App (MFA) as a minimum requirement via the employee's personnel cell phone. All hires are required to maintain residence in California.
