Primary Function

Provides overall direction of the day-to-day operation of the accounting department of the Cherokee Indian Hospital Authority (CIHA) in the areas of general ledger, payroll, accounts payable, revenue and billing office.   Ensure that the areas of responsibility are in accordance with standard accounting principles and within the established guidelines and procedures of CIHA.

 

Job Description

  • Monitors and maintains integrity of the accounting system, time management system, and the data management system. Maintains a working knowledge of the RPMS system and it’s relation to budget and performance monitoring.
  • Plans, directs and supervises the day-to-day work of the accounting staff including the following areas: general ledger, payroll, accounts payable, and revenue.
  • Ensures timely completion of the payroll process; including but not limited to the W-2, 941, and pension processes.
  • Ensures the accounting policies, procedures, and common practices are in compliance with GASB and relevant governmental requirements. This includes the oversight of processes to ensure the valuation of infrastructure, fixed asset depreciation and reporting formats are prepared correctly and timely. Will provide recommendations to the accounting department for any future changes by Governmental Accounting Standard Board (GASB) or any other changes in accounting principles, which will affect the financial statements of CIHA.
  • Maintains the Internal Control Infrastructure.
  • Responsible for financial statements, graphs, and reports for review on a monthly.
  • Reviews the reconciliations of accounts payable internal funds and reviews other monthly bank reconciliations as required.
  • Maintains balance sheet reconciliations and reviews income and expense accounts as required.
  • Coordinates staff training for CIHA accounting policies and procedures.
  • Assists CIHA directors and other CIHA staff members with accounting and financial reporting questions.
  • Schedules and ensures timely completion of the annual and interim audit, the cost reports, and the budgets.
  • Assists auditors, governmental agency employees, vendors and others with questions and information.
  • Reports material internal control weaknesses or other potential problems to the Chief Financial Officer for correction.
  • Recommends to Information Technology Manager any needs for the accounting/financial system.
  • Processes purchase orders for the CIHA following standard policies and procedures for timely payment.
  • Maintains an effective accounting department through the assistance of selection, training, motivation and counseling of personnel including disciplinary actions and evaluations.
  • Maintains constant communications with the Chief Financial Officer to advise of situations and remain informed.
  • Maintains all reports, records, files and logs as required.
  • Performs all duties according to established safety guidelines and CIHA policies.
  • Performs other duties as required by supervisor.

Requirements

Education/Experience

A Bachelor of Science degree in Accounting is required. Certified Public Accountant in the state of North Carolina is required. Must have a minimum of four (4) years experience in an accounting position with at least two (2) years of progressive supervisory experience to qualify for position. Nine to 12 months would be necessary to become proficient in most phases of the job.

 

Job Knowledge

  • Knowledge of Generally Accepted Accounting Procedures (GAAP), Financial Accounting Standards Board (FASB), Governmental Accounting Standards Board (GASB), and Comprehensive Annual Financial Report (CAFR) and must possess special advanced accounting technical knowledge.
  • Must be skilled in the use of specific software used by the division, computers, calculator, typewriter, copy machine, facsimile, and other related office equipment. Requires the ability to maintain specified records, documents/reports.
  • Must have management and administrative skills and be able to communicate, both verbally and in writing. Must be able to work independently and as a member of a team.
