Background: Population Services International is committed to scaling consumer powered healthcare by shaping mixed health systems, shifting policy and funding, and achieving operational and technical excellence. As PSI works to shape consumer powered mixed health systems PSI the organization is investing to develop new skillsets required for more sophisticated markets and in-country environments. These efforts include maintaining strong technical skillsets in areas such as family planning and HIV product/service delivery while also building skillsets in shaping markets and robust consumer powered health systems.

Purpose: The purpose of this exercise is to engage PSI's most important external stakeholders at

both the global and local levels and test current perceptions of PSI's strengths, value proposition, and potential and areas for improvement, particularly how PSI has progressed at developing and maintaining the competencies required to deliver on our strategy in the eyes of our competitors and peers. This exercise will serve to systematically gather qualitative insights from donors, NGO partners, opinion leaders, public officials/policy makers, and corporate partners about PSI's skills and competencies in technical disciplines relevant to the organizational strategy of scaling consumer powered healthcare.

Deadline: December 31st, 2021

Specific tasks:

Management of stakeholder engagement process
  • Segment, identify, and catalogue appropriate stakeholders with input/leadarship from PSI team
    • Develop interviewee archetypes representing relevant PSI stakeholders
    • Work with PSI senior leadership to identify appropriate potential interviewees in each segment, providing for adequate and diverse representation of PSI's stakeholder universe
    • Development engagement plan for agreed-upon number of stakeholder engagements.
  • Draft interview themes, topics, and question, segmented by stakeholder type and vet with PSI team
    • With PSI senior leadership, identify key themes relevant for stakeholder interviews Systematically develop topics and questions, tailored, by stakeholder to address key high-level themes
    • Build out tailored interview guides by stakeholder type, recognizing that responding to the topics raised by interviewees will be important for garnering their perspective
  • Timeline
    • Develop a project workplan, including timeline for execution by Dec. 31, 2021
    • Present timeline to PSI team for review and input

Mid-project update on findings and recommendations for modifications
  • Informally summarize key themes from initial interviews, highlighting surprise frequently occurring topics or themes on which stakeholder engagement is more limited

Written deliverables for project completion
  • Develop PowerPoint slides providing an executive summary of findings and hold 2-3 presentations of results to key PSI stakeholders
  • Draft and deliver written report summarizing findings, including key themes, trends, and opportunities

Key Deliverables:
  • Stakeholder engagement plan, including key informants, timelines, and interview questions/structure
  • Mid-project update on findings
  • Slides provide an executive summary of findings for high-level review
  • Complete report summarizing findings, including identify key themes, trends, and opportunities

Qualifications and experience:
  • Deep understanding of global healthcare donor, implementor, and government landscape
  • Global footprint, including extensive in-market experience where PSI works
  • A dynamic team with appropriate skillsets at different levels - design, implementation, transcription, report drafting
  • At least 20 years of experience in global health and/or development
  • Past engagement with leading global health organizations and in-country stakeholders
  • Cross-cultural competency
  • Available examples of comparable high-quality deliverables
  • Alignment with PSI's mission and values
