Position Summary

The Associate Vice President of the Office of Decision Support (AVP-ODS) will promote a culture of inquiry that drives decision-making and evaluation of university outcomes. The Office of Decision Support serves as the universitys central repository of information and plays an essential role in the execution and implementation of the strategic plan by defining, developing, and integrating the data needed to guide decision-making.

Under the direction of the AVP-OPDS, the Office of Decision Support will work with a networked team of institutional staff responsible for data analysis, visualization, reporting and publication of information required to support decision-making at all levels of the institution. The AVP-ODS will lead in organizing and structuring the Universitys data systems to support analytics, integrated planning, institutional research, and evidence-based decision making in service to the mission, vision, and strategic directions of the University. This leadership will include direct supervision of decision support personnel and collaboration across divisions to provide the analyses and visualizations needed to support the decision-making process.

The position reports to the Vice President for Academic and Faculty Affairs, who serves under the direction of the Provost.

Who We Are

The Division of Academic and Faculty Affairs (AFA) at Rosalind Franklin University develops and implements quality initiatives and systematic practices that support the academic mission of the university and create an effective, learner-centered academic learning environment. AFA shares responsibility for effective academic governance of the university with the University faculty, the deans, the Provost, and the President.

AFA is composed of multiple offices that provide collaborative support for a number of administrative functions including faculty appointments, management of curricular change and innovation processes, management of academic program review, approval, and accreditation, processes, management of academic policy and regulatory affairs, the development and success of faculty, and the effective utilization of information to support decision-making and advance the mission of Rosalind Franklin University.

Offices in AFA are: Curricular Change and Innovation, Academic Policy & Regulatory Affairs, Scheduling Resources and Projects, Online Learning and Instructional Design (OLID), Faculty Affairs, Faculty Development, and the Office of Decision Support.

Essential Duties & Responsibilities
  • Lead the Office of Decision Support, which will provide a variety of statistical information, and will be responsible for supporting executive decision-making by providing the senior administrators, vice presidents, and college deans with timely data and analysis.
  • Envision and lead the acquisition and maintenance of state-of-the-art data analytics, reporting and visualization capabilities campus wide.
  • Envision and lead the further development of the institutional data warehouse, provide guidance to the data governance program to ensure institutional data integrity, and ensure that appropriate policies are in place for data collection, analysis and usage.
  • Work in strategic collaboration with Information Technology Support (ITS) to ensure that the Enterprise Data Warehouse/Business Intelligence Reporting Teams remain abreast of current trends and best practices.
  • Support the work of decision-makers at all levels within the university by developing appropriate metrics and providing information and analyses necessary to make informed data-driven decisions.
  • Supervise the Office of Decision Support to achieve institutional priorities for decision-making support. The AVP-ODS will:
    • Develop collaborative protocols for efficient, timely, accurate, and repeatable submission of data to IPEDS, HLC, IBHE, and other external and accreditation agencies,
    • Maintain knowledge of national trends related to assessment, institutional effectiveness, and educational research
    • Oversee the Internal Survey Research program and policy, and serve as an administrator of the Qualtrics online survey tool
    • Apply advanced knowledge of institutional research methodologies and software systems in conducting complex research studies, and assist with the development of large database systems that are structured to support analytics and data visualization in response to complex information needs
    • Collaborate with ITS to develop and implement RFUMS Business Intelligence System (BIS), PowerBI and the Enterprise Data Warehouse (EDW)
    • Provide mentorship, guidance, training and professional development opportunities that sustain and enhance the efficacy of the networked team responsible for supporting evidence-based institutional decision-making.
  • Assist in the development and implementation of BIS/EDW security policies, procedures, and access rights to ensure that system data are secure and that users have ongoing access to relevant data.
  • Ensure that important institutional data are appropriately classified and properly maintained for consistent historical reporting. Work collaboratively with functional area experts to ensure consistent reporting to various constituents.
  • Oversee, coordinate, and resolve data governance issues with support from ITS personnel and senior administration.
  • Educate end-users about data sources and self-service BI tools to increase efficiencies; be a resource to faculty and staff.
  • Coordinate information for the IPEDS Keyholder and HLC Data Collection Update Coordinator.
  • In conjunction with the VP-AFA, develop and monitor the ODS budget.

Required Education & Experience
  • Masters Degree in evaluation, data sciences and analytics, statistics, or a related field (i.e., economics).
  • Minimum of five years experience in a higher education institutional research function, such as strategic planning, survey development, data compilation, analysis and predictive modeling, administrative information development, assessment, accreditation, and dashboard development.

Required Knowledge, Skills, & Abilities
  • Outstanding leadership skills related to developing and supporting high functioning teams, empowering others, promoting innovations, and championing efforts in a collegial manner.
  • Strong experience in quantitative modeling, statistical methods, data visualization, computer programming, relational databases, data mining, and other data analysis techniques
  • Functional familiarity with various statistical packages and business intelligence (BI) systems/ technology is essential.
  • Demonstrated experience with computer-based quantitative research methods, qualitative research methods, and data analysis.
  • Knowledge of terminology and associated database structures for higher education functions such as student records, finance, human resources, and institutional advancement.
  • Excellent oral, written, and interpersonal communication skills, with the ability to present complex information to a variety of audiences.
  • Experience in managing competing priorities, juggling multiple projects and initiatives, and working collaboratively with senior leadership as well as stakeholders across RFUMS.

Preferred Qualifications
  • Doctoral Degree in the identified required fields or disciplines
  • Industry-relevant certifications such as PMP, CBIP, MCSA: BI Reporting
