Salary & Benefits

$72K - $82K per year, with a full benefits package including Port-paid medical, dental, life, LTD, PERS retirement, and generous leave policies.


Duties

The Associate Project Engineer maintains secondary responsibility for assigned sites requiring civil engineering and project management. Project management duties include third party negotiations, cost share agreements; grant contracts, management of Professional Services Agreements with consultant teams, and project coordination for full life cycle of the project. Civil engineering duties include design of utility systems, field assessments, AutoCAD drawing creation and manipulation, and site development projects working under the direction of the Project Manager.


Project Engineering

  • Review project specifications and confer with Project Manager concerning requirements for such issues as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports.
  • Manage assigned public works projects or aspects of public works projects, such as preparation of project scopes of work, cost estimates, contract documents with design consultants, securing necessary agency approval permits, construction management and other associated duties as directed.
  • Prepare project plans and specifications and cost estimates under the direction of the Project Manager and in association with Port business lines.
  • Manage assigned projects according to Port policies and practices including internal coordination, project scoping, budgeting, legal and regulatory analysis, and public involvement.
  • Perform research or field work as required to support effective execution of assigned projects, and respond promptly to inquiries and requests from various sources for project information.
  • Participate in the management of budgets related to assigned projects.
  • Design and maintain Port asset and environmental data bases, associated financial data bases, electronic and hard copy files as assigned.
  • Perform site visits to confirm and assess field conditions of various Port facilities.
  • Provide construction management and field inspection oversight to projects as needed.
  • Willing and actively working towards a Professional Engineering license.


Preferred Work Experience:

  • Two (2) years' experience in civil engineering.
  • Experience with permitting processes, site development and utility infrastructures preferred.
  • Experience in the preparation of engineering plans and documents.

Preferred Knowledge, Skills & Abilities:

  • Bachelor's degree (B.S.) in Engineering or a closely related field.
  • Knowledge of, and training in, project management.
  • Knowledge of environmental site management, environmental management systems, programs, and practices.
  • Certified completion of 40-hour Hazardous Materials Training required within 60 days of employment.
  • Has obtained E.I.T. certification.

Knowledge, Skills, & Abilities (KSA's) Required of all Exempt Employees:

  • Demonstrate expertise specific to their profession, and maintain appropriate licensing/certification.
  • Possess intermediate level personal computer skills and the ability to effectively utilize electronic communication systems.
  • Proficient in AutoCAD, Civil3D preferred.
  • Display the diplomacy necessary to address sensitive issues or complaintsboth public and private.
  • Possess effective conflict resolution and personal negotiation skills.
  • Exhibit high ethical standards in the execution of position responsibilities.
  • Cultivate and contribute to a dynamic, team-oriented work environment by being responsive, timely, respectful and knowledgeable.
  • Communicate effectively in English, including the ability to read, write, analyze and interpret complex documents and other written material.
  • Have the ability to make effective and persuasive group presentations.
  • Have the ability to obtain a Transportation Worker Identification Credential (TWIC).
  • Possess a valid driver's license, and maintain insurability under the Port's auto insurance plan.
  • Respond to occasional evening, night and or weekend concerns/needs as required to fulfill position responsibilities.

Work time is shared between a climate-controlled office and duties that require regular exposure to outdoor elements including exposure to conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation that affect the respiratory system, eyes or, the skin.
