Associations Mission: California Primary Care Association's mission is to lead and position community clinics, health centers and networks through advocacy, education, and services as key players in the health care delivery system to improve the health status of their communities.

Purpose of Position: To provide legal advice and representation to CPCAs Board of Directors, officers, executive management, and staff, all in their official capacities, on various issues impacting CPCA and its subsidiaries, including corporate governance, business and corporate affairs, health care, ethics, employment, legislative and regulatory issues, non-profit and political law. The Associate General Counsel works closely with the General Counsel and Legal Affairs staff to identify and analyze legal issues, ensure legal compliance for all CPCA affiliated companies, present clear recommendations to CPCAs Board of Directors and executive team, and manage CPCAs amicus curiae filings and litigation matters.

Serve as a lead around the development, management, and evaluation of programs and projects that enhance the capabilities of community health centers and consortia in their local health care delivery system as well as advance the work of the Association. Provide an advanced level of skilled duties including supervision, project management, training and technical assistance, education, and advocacy.

Primary Responsibilities:

  • Serves as legal counsel for CPCA and its affiliated entities.
  • Leads efforts to help members comply with laws and regulations that impact community health centers through legal information and publications, as well as educational webinars and presentations.
  • Conducts legal research and analysis on a wide range of health policy issues, including but not limited to federally qualified health centers, clinic licensing, provider enrollment, Medi-Cal, managed care, privacy, billing, telehealth, and clinic compliance and operations.
  • Reviews, develops, drafts, and negotiates contracts with organizations with which CPCA conducts business.
  • Assists with litigation matters before state and federal courts. Duties include supervising outside counsel in litigation matters and, on occasion, drafting and filing amicus curiae briefs.
  • Drafts, reviews, revises, researches, and advises on corporate policies and procedures and related laws and regulations.
  • Reviews and ensures compliance of all corporate and employment plan documents.
  • Drafts, reviews, revises, research, and advises on corporate bylaws and parliamentary issues for CPCA and its affiliated entities.
  • Supports individual staff and the broader team through direct supervision, training, and mentoring as part of the Legal Affairs management team.
  • Supports CPCAs legislative and advocacy staff.
  • Manages training development efforts around assigned content areas, with input from regional association and appropriate member groups and provides technical assistance on relevant topics.
  • Other responsibilities as assigned.

Skills and Abilities Required:

  • At least 3 years of health care legal experience advising clients on high-level and complex health care legal and regulatory matters.
  • Preference for corporate law, in-house counsel experience or association advocacy background.
  • Demonstrated specialized and in-depth experience in at least one of the following health care regulatory areas: clinic licensing, clinic operations, and/or Medi-Cal.
  • Requires health law expertise, including a sufficient understanding of applicable laws, industry practices, and enforcement trends to identify, assess, mitigate, and resolve legal risks associated with CPCA and health center activities, or a willingness to develop such expertise.
  • Advanced written communication skills and ability to create and deliver effective materials and/or presentations appropriate to a particular audience.
  • Advanced research skills and ability to readily identify critical legislative changes in areas of specialty.
  • Execute the Associations Strategic Plan in designated areas.
  • Manage complex projects and programs and provide strategic direction to staff teams on projects and programs.
  • Proven ability to maintain confidentiality and exercise discretion and tact when handling sensitive or potentially sensitive issues.
  • Develop solid relationships with strategic partners, vendors, Association membership and the Board of Directors.
  • Serve as lead staff to designated peer networks, work groups, task forces and committees.
  • Work collaboratively with senior leadership and multi-departmental teams.
  • Proficiency in Microsoft Office and web based applications and platforms.
  • Supervise, train, and evaluate staff.

Education and Experience:Juris Doctor degree required. Must be in good standing in the California State Bar. Experience with community health centers, member-driven associations, or non-profit organizations preferred. Knowledge of public health, public policy, or public administration is also preferred.

Compensation: $132,420 - $148,010

Association Expectation:Due to network security this position requires the employee to have a cell phone with a data plan and home internet service, both are reimbursed at a set rate each month. All hires are required to maintain residence in California.
