NYCEDC's Asset Management Operations Division seeks a qualified applicant to assume the role of Assistant Director in NYCEDC Quality of Life Unit (QOL). The QOL Unit aims to improve economic conditions throughout the five boroughs of NYC by providing general area maintenance services that include City-wide graffiti removal, sidewalk cleaning and other services targeted at conditions that create slum and blight. The QOL Unit is a fast-paced working environment that fleshes out and implements Mayoral initiatives, quickly learning how to manage every aspect of operations, program and performance management.
Your Role: The Assistant Director will assume a leadership role within the QOL Unit, specifically in the ongoing development and expansion of City-wide graffiti removal program service (Graffiti Free NYC), and CleaNYC sidewalk cleaning services, as well as other QOL programs and initiatives. This position will afford the applicant a unique opportunity to take on wide-ranging responsibilities, including operations management, inter-agency logistics and negotiation, public outreach, IT development, financial management and developing creative ideas for the strategic plan and policy direction of the QOL Unit.

Essential Duties & Responsibilities:
  • Provide support to the Director of the Unit and assume an autonomous management role on the following programs: (a) The City's Graffiti-Free NYC program (GFNYC), which provides graffiti removal services to property owners free of charge and (b) CleaNYC, a new Mayoral initiative to clean selected commercial corridors throughout the city.
  • Assist Director with development and implementation of strategies and procedures to deliver all QOL program services effectively and efficiently.
  • Oversee the programs field operation director supervision of staff that is directly responsible for the day-to-day operations of program services for both GFNYC and CleaNYC City-wide.
  • Monitor, manage and analyze GFNYC program performance indicators and workforce development metrics for program and policy reports to the Mayor's Office of Operations and inter-agency graffiti task force.
  • Work with GIS department to continue development of operating plans and data process work-flow for programs heavily dependent on remote vehicle routing/tracking, interagency database exchange and GIS mapping software.
  • Conduct ROI/feasibility analyses and assist with identifying and implementation of state of the art technology to streamline city-wide program productivity (i.e. real-time GPS routing system, interagency data management system, custom built solids-water separator, key aspects of 3-1-1 mobile application)
  • Assist Director with securing all program and project funding related to all QOL program services.
  • Assist Director with the preparation and tracking of all QOL program budgets.
  • Establish tracking system for all special projects funding requiring expenditure reporting; ensure compliance with required ear-marks, neighborhood allocation and local match funds requirements.
  • Manages all related expenditures of direct reporting staff to ensure project cost control, compliance with funding restrictions and reporting procedures if any, provide feedback for such to accounting department during QPR.
  • Oversee the preparation of contract bids, purchases and/or procurement of services, supplies and equipment associated with the QOL program services.
  • Assist in managing NYCEDC's labor services contract, which partners the City with rehabilitative non-profit organizations to provide a working model for training and employing disadvantaged and indigent New Yorkers to enable them to compete for eventual trade level employment.
  • Convene and coordinate to improve interagency process flows, specifically with the Mayor's Office of Operations, Department of Sanitation, and DOITT/311
  • Manage all aspects of program services and responsibilities internally across multiple departments at NYCEDC and external stakeholders from City Hall, local government officials and other City agencies.
  • Support the QOL Unit Director in developing and/or implementing new programmatic operations initiatives as needed, (e.g. Citywide Mural Arts program)
  • Coordinate special projects requested for services and/or assistance in associate with outside government agencies and consultants.
  • Prepare and submit Executive Committee documents for annual approval of all programs, activities and capital expenditures.
  • Other responsibilities and duties as assigned.

Minimum Qualifications:
  • Undergraduate degree plus five years of relevant experience or education, preferably in public administration or management
  • Highly self-motivated, quick-learning and autonomous
  • Enthusiasm for public policy and public service
  • Familiarity with the five boroughs of New York City
  • Clean New York State driver's license
  • Excellent speaking and writing abilities
  • Comfortable managing and negotiating with a wide range of staff and stakeholders
  • Experience with, or training in, budgeting and cash flow management
  • Ability to self-manage, prioritize tasks, work independently and as part of a team
  • Technological proficiency or willingness to learn. Familiarity with MS Office
  • Ability to adapt to unforeseen challenges quickly and problem solve on the fly
  • Comfort communicating with the Press, City officials and members of the public
  • Experience working with elected officials, community boards, local development corporations and community groups
  • Ability to prepare program expense reports, progress reports and deliver both written and verbal presentations
  • Understand federal and city procurement and contracting requirements.
  • NYC residency within 180 days of hire
