The assistant clerk/treasurer will provide administrative support and perform responsible clerical work in keeping official municipal records, issuing various licenses and official documents, assisting with elections, and providing information to the general public and City departments. Serves as acting Treasurer and Clerk in the absence of the City Clerk/Treasurer.

Essential Functions

  • Works under the general supervision of the City Clerk/Treasurer and in strict accordance with the applicable provisions of Vermont State law, City charter, policies and ordinances, and federal laws and regulations.
  • Provide information regarding questions from the public, banks, attorneys, City staff, and real estate offices regarding tax and utility bills and other city information and direct them to the appropriate department if necessary.
  • Assume all responsibilities in the absence of the City Clerk/Treasurer, including authorized signer, on all accounts of monies, bonds, and notes.
  • Performs responsible duties per prescribed procedures requiring an advanced knowledge of applicable provisions of Vermont State law, City charter, policies and ordinances, and federal laws and regulations.
  • Receives and records significant sums of money through cash, electronic transfers, and checks. Deposits, records, and track incoming funds within prescribed procedures.
  • Processes and records documents under the general supervision of the City Clerk/Treasurer. Issues dog licenses and runs reports; issues and records marriage licenses; provides certified copies of marriage licenses; records and indexes land records; and processes DMV renewals and reports. Provide certified and non-certified birth and death certificate copies from the state portal as specified under state law.
  • Assists in processing liquor licenses and renewals, assuring all applications are fully completed with background checks, and ensuring that law enforcement seminars are current. Assists in processing all catering and special event permits.
  • Assists in closing out and setting up new animal license year, purchases dog tags and license forms. Assists in quarterly State Treasurers Reports for marriage and dog licensing.
  • Answers phone and directs calls to the proper department; independently answers questions from the public at the counter and on the phone; sorts mail; notarizes documents.
  • Maintains office-related files.
  • Assists with the election process, including ballot preparation and organizing equipment for Presiding Officers, setting up elections in the states electronic system, and preparing Official returns of Votes for all elections.
  • Assists in voter registration, issues absentee ballots, delivers ballots to the polls, and assists clerks on election night.
  • Assists with the budgeting process and Annual Report narratives.
  • Performs daily reconciliation of money transactions for all departments, cash receipt reports, and assists in bank deposits.
  • Assists in abatement and appeals process with Boards of Abatement and Appeals.
  • Other duties as assigned.

QUALIFICATIONS

  • Ability to exercise independent judgment, tact, and initiative in responding to inquiries and managing workflow.
  • The ability to work independently and with accuracy.
  • Knowledge of deed recording.
  • Ability to perform accurate mathematical computations.
  • Knowledge of local government's organizational structure, operations, and procedures.
  • Ability to research town government documents and explain procedures to the public.
  • Skilled in attention to detail.
  • Ability to communicate effectively verbally and in writing.
  • Ability to interact well with co-workers, members of the general public, and other local and state entities in a professional and courteous manner at all times.
  • Strong customer service skills.

PAY/WAGES

The pay range is between $20.42 and $27.77 based on experience.
