Job Summary
The Willamette Valley Communications Center (WVCC) is seeking to hire a Technical Services Manager! This position oversees and manages the ongoing technical services of our regional 9-1-1 call taking and emergency dispatch center. The agency serves Police, Fire, and EMS agencies across the regional area of Marion, Polk, and Lincoln Counties.

The Technical Services Manager assesses equipment, purchases and installation of complex emergency communications systems. A few of the communication systems this position works with are CAD (Computer Aided Dispatch), 800 MHz Regional Radio System, conventional VHF and UHF radio systems, 9-1-1 Telephone Systems and Facility Systems. This position also conducts research and development of RFI (Request for Information) and RFP (Request for Proposal) documents for equipment acquisition. As the Technical Services Manager, you will work collaboratively with the WVCC Operations Manager to develop, interpret, and adjust procedures necessary for the efficient and effective operation of the emergency communications centers equipment. Other day-to-day responsibilities include supervision, attending meetings with member agencies, other partners, and private vendors.

We are looking for candidates with strong leadership and communications skills to provide direction and supervision to subordinate personnel and technical staff within the City of Salem, Radio Communications Shop, and the emergency communications agency. Candidates should also be able to work independently with considerable discretion.

About the Willamette Valley Communications Center (WVCC):

WVCC was formed in 1991 through the consolidation of three area dispatch center: Mid-Polk 9-1-1, Serving most of Polk County, METCOM (Salem Metropolitan Communications Agency), serving the Marion County Sheriff and Marion County Fire District #1, and the City of Salem dispatch center. In July of 2012, Lincoln County agencies previously served by LinCom 9-1-1 also joined the WVCC Family. WVCC is a division of the Salem Police Department; the 73+ staff members are all employees of the City of Salem.

WVCC provides a wide variety of technical support to our 29 Police, Fire and EMS subscriber agencies; Mobile Data Terminal support and connectivity, radio system support and connectivity, CAD subscriber support at the agency level and CAD support with the Lincoln City 9-1-1 center.

What are the minimum qualifications?
  • Must pass the pre-employment drug test (including marijuana).
  • Must pass the pre-employment background check.
  • Must pass criminal background check necessary to obtain Law Enforcement Data System certification within 30 days of hire (clearance must be maintained throughout employment).
  • Must have a valid driver's license.
  • Must have a driving record that meets the City of Salem's driving standards.
  • Bachelor's degree from an accredited college or university in public safety, criminal justice, communications, management or a related field and seven years of progressively responsible supervisory experience in direct public safety or emergency communications management, preferably in police, fire and medical dispatching, and emergency call taking; or equivalent combination of experience, education and training which provides the required knowledge, skills and abilities.

  • Certifications/licenses: Emergency Medical Dispatch Certificate, Telecommunications Certificate.
